Today, travel and holiday has become an important part in people’s lives. So Cities at home and abroad are fully tapping the resources to develop the travel and tourism industry. Strong city tourism competitiveness has important significance to promote economic transformation and social progress. Strong city tourism competitiveness even becomes the urban development’s engine. Shandong province must have a comprehensive study of 17 cities’ tourism competitiveness to achieve the goal of becoming strong tourism province. Shandong province has to make targeted theoretical guidance.Then she will avoid blind exploration in the fierce tourism competition. The tourism competitiveness of Shandong cities will own the whole scientific development.The thesis is divided into six parts to discuss step by step, until to finish this article and get the conclusion. The first part, the thesis figures out the background and significance that evaluates the tourism competitiveness of cities in Shandong province comprehensively. Then the thesis sorts related literature at home and abroad effectively, and pay special attention to domain of city tourism competitiveness’ research perspective. The research content finds that study abroad are difficult to form a unified point of view but the domestic research lack of theoretical guidance in the system, it is difficult to guide the practice. Under the perspective of provincial urban tourism competitiveness research results is less that is not conducive to realize the tourism competition relations between different cities. In view of this, this thesis takes the tourism competitiveness of cities in Shandong province as the main body. The author will figure out research methods, research contents and technical route and sort out the train of thought. The second part, the thesis combines with the existing research results to define the article of "urban tourism" and "tourism competitiveness" concept. Connotation and characteristics of city tourism competitiveness are introduced in detail. And the comparative advantage theory, theory of regional sustainable development, and the theory of tourism research discipline theory knowledge of city tourism competitiveness are also introduced. The third part, according to the characteristics of the tourism competitiveness of cities in Shandong province tourism, the thesis puts forward and analyzes eight factors of city tourism competitiveness from the source to the competition process is. In accordance with the present situation of Shandong province, the thesis builds city tourism competitiveness system model that can be divided into four subsystems and convenient stratification study. The fourth part, the thesis builds index system that contains 11 special index and index system of 32 subdivision index in accordance with the principle of building strictly. And it explains 32 subdivision indexes, the source 32 indexes of 17 cities for collection or calculation, and introduces the factor analysis and cluster analysis’ principle and applicable scope to prepare for the empirical analysis well. The fifth part, applying factor analysis, this thesis draws main factors of 17 cities tourism competitiveness. Using AHP this thesis determines proportion of four main subsystems, ranks the tourism competitiveness of 17 cities, clusters to know it is Pyramid structure, which a few cities are good and mostly are in the bottom. But it is imbalance and cannot meet the requirements of scientific development. The sixth part, according to the analysis of five parts, the thesis puts forward countermeasures that fit characteristics of city tourism. Four types of cities’ direction enhance the competitiveness of tourism is respectively: diversification, image recognition, the industrial scale and personnel training, infrastructure construction. And overall countermeasures are put forward from tourist enterprises, government departments, and industry organizations forward such as angels to promote coordinated progress of different types of city.In the leadership of the Shandong provincial government, 17cities’ tourism has obtained the huge development and the overall tourism competitiveness has dramatically improved in recent years. But a single city cannot deal with strong competition pressure from all sides. Only conversion Solo into chorus and analyze 17 cities as a whole, can write a brilliant chapter. Moreover, studying 17cities’ tourism competitiveness comprehensively is also the request for development of era.
