Study Of The New-type Rural Social Endowment Insurance

With over 30 years of reform and opening-up, China’s economic development and social progress has made the great achievements of attention. The country and people’s life also changed dramatically. But the imbalance of urban and rural development is still exist and continue to increase. It also makes the rural pension problems more complex and more serious than city. The rural areas in 1990s have begun to pilot the establishment of rural old-age security system, but the rural social insurance is still the weakness content of the social security system,it also became the institutional barrier of Three rural issues. To solve this problem, China began to establish the new rural social insurance in some areas as reform experimentation since 1990s, it also include Xuchang. This article combined with author’s own working practice to study about the new rural social insurance in Xuchang.Xuchang is one of the important city in Central Plains economic region. It’s also the density populated area,and its urban area is small,too much people with less contradiction is very prominent. This creates a series of contradictions and problems. Such as the countryside surplus labor force too much, to speed up the aging population in the countryside, the income gap between urban and rural areas increases year by year. These questions is actually the common problems across large parts of the country. In consequence, the study is not only to provide some reasons to improve and perfect the courses and give references to improve the new rural social insurance in Xuchang but also provide reference for other areas.The article based on the study of the foreign rural social endowment insurance, demonstrated the feasibility and necessity of establishing rural social security system in our country, emphatically analyses the problems existing in the pilot work, provided the advice and countermeasures to solve the problem. This thesis is divided into six chapters. Chapter one is a introduction part introducing its background,significance, contents, framework and primary methods. Chapter two is the feasibility and necessity of establishing rural social security system, mainly compared the new rural insurance system with the old rural insurance system. Chapter three is the foreign rural social insurance’s model reference and enlightenment of the new rural social insurance. Chapter four is the current situation and existing problems of new rural social insurance in Xuchang. Chapter five is the suggestions to improve the new rural social insurance in Xuchang. Finally, in Chapter six, according to the research conclusion, we bring up the suggestion of some policies.
