The Extension Evaluation Research On Utilization Of Sloping Farmlands In The Shanbei Region

The Shanbei Region is located in the north of Shaanxi province,including the area of Yan'an and Yulin.There are 25 districts and counties in the region.The total area are 92,500 square kilometers.The Shanbei Region is a well-known old revolutionary base area,the Chinese Revolution was originated from here.What's more,The Shanbei Region is the only four-rich-resource(coal,oil,natural gas and rock salt) base in the world,the only state-level energy chemical industry base in China as well.However, there are lots of the sloping farmlands causes the soil & water erosion and poor ecological environment,which hamper the economic development seriously in the Shanbei Region.In order to change the serious situation in The Shanbei Region,we should adopt the planned,step-by-step,scientific programs to the region for comprehensive utilization of the sloping farmlands,to make sure the areas of Shanbei has the rapid,coordinated and sustainable development in the ecological,economic and social life.The article investigated the natural,geographical,social and economic conditions in the Shanbei Region;study the causes,classifications and distributions of sloping farmland in this region,at the same time,the author divided sloping farmlands of the Shanbei Region into the Gully Region of Loess Plateau and the Windy and Sandy Areas along the Great Wall.Based on local conditions and the principle of seeking truth from facts,the author put forward the Returning Land from Farmlands to Forest and Grassland,Terracing of Sloping Land,Constructing Silt Dam,the Establishment of the Eco-tourism Park in the sloping land in the Shanbei Region and the like.The author introduce into Extension,which is the methodology that can resolve contradiction matters,to analysis the sloping land in Shanbei Region.And then give us the short introduction of Extension Analytic Hierarchy Process(EAHP) and the Method of Extension Superiority Evaluation,finally carried Wuqi into practice.The paper,based on the actual situations in Northern Shaanxi,has established the evaluation system including three levels and nine factors.It is evaluated the present situation of Wuqi,Yanan and the Shanbei Region by use the method of EAHP.In addition,the paper also focused on the plants on the sloping farmlands.Conforming the Simon Poplar,Sea Buckthorn,Prunus Armeniaca,David Peach and minor grain crops included Buckwheat to be the main plants of the sloping farmlands in the area of Wuqi.The author also gave the four utilization programs according to the current sloping farmlands in Wuqi,then the four utilization programs are be evaluated by the method of Extension Superiority Evaluation.Thesis conclusions gives the suggestions and recommendations of the use of sloping farmland,these views are intended to guide local people to rational use of sloping farmland scientifically,and provide theoretical to local government departments in the evaluation of slope farmland use decision-making.
