With the survival and development of a knowledge-based economy era, enterprises rely on increasingly knowledge-based workers. Companies are becoming more important to build on the system of knowledge workers incentives. However, It is quite different between knowledge workers and general staff characteristics in terms of operating characteristics and needs, so the key point is to satisfy the special knowledge workers demand, building incentive system consistent with its characteristics. In recent years, HeFei Tobacco Company’s structure of employees is also converted to knowledge workers and doing something to encourage knowledge workers. But the scientific system does not construct. HeFei Tobacco Company how to incentive their employees and to establish a staff incentive system that conforms to company’s own developing characteristics is a problem that calls for immediate solution.In this paper, incentive theory, as well as the basis of the theory, combined with the local actual. There are six chapters in this paper, namely, chapter one:introduction. The first part mainly introduced the background of this article, research purposes, research methods and other related content. The second part focuses on the definition and character of the knowledge workers and so on. The third part introduces HeFei Tobacco Company and the implementation of the work and analysis of the reason of the problem. The fourth part is the article key point. Through the investigation, a clear demand, combined with the principle, to construct the incentive system. At the end of this paper, the total research contents are summarized and the future research work is prospected.Based on the research of classical motivation theories and the domestic and foreign related knowledge, combined with the current motivation situation of HeFei Tobacco Companies, analyzed and summed up the problem and the reason, to construct the incentive system of the knowledge type employees of HeFei Tobacco Companies, and introduces the construction principle and specific content. We hope that through the study of HeFei Tobacco Companies knowledge employee incentive system, incentive and abundant research field of employees of state-owned enterprises, and provide the reference for the study on staff incentive other tobacco commercial enterprise. At the same time, HeFei Tobacco Companies is in the process of rapid development, have a certain role in promoting the realization of strategic goal of "national first-class cigarette service providers".
