As the global economy becomes increasingly connected as a whole, the competition among enterprises breaks through the limitation of industry and region, which boils down to talent competition. In order to strengthen the core-competitiveness of the enterprises, enterprises are bound to enhance the development of human resources. One of essential things is employee training. However, whether a training project comes into play needs the evaluation of its effect.Since the evaluation involves many factors,it is difficult to use simple ways to make objective, impartial and comprehensive evaluation. In practice, enterprises suffer from the low evaluation of training effect, resulting in waste of resources.Gradually, they land in a predicament in staff training. Therefore, enterprises gradually begin to pay attention to optimize the evaluation of the effect of training project.Enterprise training project is temporary, unique and targeted, satisfying the requirements of project management.Hence, the advanced techniques and tools of post-evaluation stage in project management can be used to do research in training project evaluation.Based on the thorough study of the theory of Kirkpatrick's Four-Level Model of training evaluation, the author made empirical studies on the evaluation of the effect of training project of Enterprise A.She used AHP to set up the evaluation index system of training project effect, and used FCE to do quantitative analysis so as to get quantifiable results of the evaluation. In this way she could put forward targeted measures and suggestions to Enterprise A,so that it could achieve the aim of continuously optimizing the effect of training projects. On the meanwhile,it is useful for other enterprises to optimize the effect of their training projects.
