The word "Big data" has been popular in recent years. It is to describe a large amount of data in this era of information explosion in more and more fields. And the renovation and development of related technology also go with it. Meanwhile, with the rapid development of Internet industry in our country, E-commerce has become the most popular way. Traditional companies made achievements by entering into the blue ocean and using B2B or B2C. After several years of high-speed development, China three major telecom operators have stepped into a slow-developing period. But with the help of the E-commerce, they can surely have a new sight of their "big data" and speed up their progress of transforming and upgrading. In the paper, the development of E-commerce was studied in details domestically and internationally, together with the profound impact that big data brings to E-commerce. Meanwhile after making SWOT analysis to the E-commerce upgrading by the telecom operators, the structure based on the big data was set up, where the user-centered closed-loop marketing system could be built. At In the end, the further outlook was also explored for the big data based telecom operators.
