Study On The Problems And Countermeasures Of Traffic Congestion Control In Jinan City

Urban traffic congestion is a century hard nut to crack globally that all countries of the world universally have to face in the process of urban development. Particularly in a country like ours that is in the repaid economic development process followed with the continuous acceleration of urbanization, the issue of urban traffic congestion has been looming larger with each passing day. Therefore, it has become the brook no delay (a very urgent) task for us to take instantly more practical and effective policy measures to alleviate (mitigate) the pressure of urban traffic congestion.As the capital city of Shandong Province, an important city of Bohai economic sphere and the transit metropolis, Jinan City also faces the contradiction between the capacity of a limited urban traffic supply and the rapid growth of urban traffic demand. Hence the issue of heavy traffic congestion needs to be addressed (solved) urgently (imminently). Therefore, this paper studied in depth and lucubrated on the issue of traffic congestion in Jinan City, aiming to increase the efficiency of urban traffic system so as to provide an important basis for mitigating the urban traffic congestion.This paper selected Jingshi Road as the case study that is considered to be typical in Jinan City. Based on the existing results of the study at home and abroad, it conducted a field survey on current traffic conditions in Jinan City, and under the guidance of the relevant theory it analyzed the existing measures in the management of Jinan urban traffic congestion. By method of selecting a case for study, it carried out the summing up and comparable analysis on the effects achieved, and thus put forward the corresponding problems. Finally, aiming at the crux of problems identified, and basing upon the experiences of traffic congestion control countermeasures drawn from other cities at home and developed countries, it has, proceeding from the actual conditions in Jinan, put forward some countermeasures and proposals from multiple angles for solving (addressing) the issue of controlling the traffic congestion in Jinan. Under this framework of such approach and thinking, this paper is composed of five parts for expounding its views respectively as follows:Part A-Introduction. It mainly analyzed its research background, purpose, significance and the summary on relevant research at home and abroad.Part B-Analysis on Status and its Impact of Traffic Congestion in Jinan City. It mainly chosen a case of traffic congestion in Jinan as its object of study, and starting from the current situation of the overall traffic development and status of traffic congestion in Jinan, it systematically analyzed its impact resulted, and thereby summarized the main causes of traffic congestion in Jinan.Part C-Effects Achieved through Traffic Congestion Control and the Existing Problems in Jinan. It mainly expounded on traffic control measures and its achievements made in Jinan while it also made a detailed analysis on the existing problems in terms of current congestion control measures in Jinan, and put forward feasible and practicable basis to further solve the traffic congestion in Jinan.Part D-Counter-measures and Suggestions to Improve and Perfect Traffic Congestion in Jinan. Basing upon the understanding of the theory related to the second and third chapters of this paper and combined with measures for addressing the urban traffic congestion adopted by developed cities at home and abroad, it worked out countermeasures and put forward proposals for solving the problems of traffic congestion in Jinan. It firstly used specific cases on control of traffic congestion at home and abroad as reference, followed by expounding the general ideas on solving traffic congestion in Jinan, and finally basing upon the problems and causes of the control measures included in the third chapter, it has given some specific proposals in view of the problems existed in traffic congestion control in Jinan.Part E-Conclusion and Outlook. It has mainly summed up a conclusion on principal studies, innovational points of view and the issues which need to be further studied.
