Food safety is important for people’s health. Recently, with increasing quality of lifeand people’s healthy-awareness, besides, the accidents about food safety occur frequently,which make people focus on food quality. The food supply chain is comprehensive,including produce, process, logistics, marketing etc. among which market regulations andgovernment supervision are necessary. At present, the technology of the present situationof food safety in our country is still at low levels, and regulatory system is not perfect, so,what kind of measures should be adopted to ensure food quality and safety of each node ofthe supply chain of reality is of great guiding significance.Dairy products have been a crucial part as nation’s food structure. Its safety isimportant for people’s health. The thesis aims to analysis the dairy products supply chainsand build food quality regulations from the management point of view. Combine with thetheory of modern food quality and safety supervision and making the "prevention first" thefundamental point, to ensure the quality and safety of dairy products. The research includesthe following aspects:Firstly, the research proposes the background and significance, to sum up the situationof monitoring the quality of dairy products abroad and elaborate present domestic situationthrough research. Introduce and study the relate concepts are based on the researchdirection and methods. Besides, put forward supervision ideas according to the controldairy products characteristics and lay the foundation for the subsequent comprehensiveanalysis.We should understand supply chain model of the dairy products and have an analysisa quality safety problems which exist in the course of process. According to quality safetyrisk problems in dairy products, we analyze them and then extract five common factors bymeans of investigation and analysis as well as factor analysis. Based on the coefficientmatrix of common factor score, we have constructed the risk calculation functions of thecommon factors along with risk model expression. On basis of the score value, we analyzethe risk level so as to formulate corresponding risk management measures, thus providingreferences and basis for the internal control and external supervision of quality and safetyof dairy products.In order to ensure the quality and safety of dairy products and present the effective thinking of supervision, which are based on the related theory and research. In other words,it means how to effectively control in supply chain and supervision on the outside, andestablish the safety monitoring system of the quality of dairy products.First of all, this paper takes quality safety risk factor for factor analysis. In view of thepossible risk, the internal and external monitoring of dairy products should be consolidated,and then we build a HACCP system for internal control combined with the governmentand other external management system, which are realized by information tracking system.In strengthening HACCP effectiveness and external management efficiency, wesimultaneously promote the enrichment and development of Control Theory of dairyproducts quality. These provide suggestion for the improvement of our country’s foodsafety and supervision system.
