Nowadays, the rapid scientific and technological progress has promoted rapid social and economic development. Services as the position of the tertiary industry in the national economy is becoming increasingly important, especially in the growing trend of global economic integration, the level of development of services is a measure of a country’s economic development potential. Tourism, as part of the service sector, is in close contact with other industries, and can foster the development of other industries. So it is one of high economic value-added industries. It is obvious that the development of tourism can make a great contribution to regional GDP. Meanwhile, in China at the present stage of expanding domestic demand, the government and the community are actively promoting the policies to stimulate consumption, and tourism is a good way to stimulate consumption and expand domestic demand from the perspective of local economic development, the development of tourism is also an appropriate choice to optimize the economic and social structure. Obviously, the tourism industry, which plays an important role as tertiary industry in creating GDP and optimizing the industrial structure, deserves the community’s attention.As we all know, Dalian is one of most famous tourist cities in northeastern China, the income generated from tourism accounts for a sizeable proportion of GDP in Dalian. Tourism also plays an important role in promoting local employment and cultural exchanges, and expand Dalian visibility in the country and the world. In this paper, drawing on the basis of previous studies, tourism competitiveness theory is described firstly, and secondly, the status of the Dalian tourism development are described, and then create competitiveness evaluation system which includes24indicators to build a tourism industry competitiveness evaluation model on the principles of science, system, objectivity and operability. Using principal component analysis, the competitiveness of the tourism industry of eight famous tourist cities, including Dalian, is compared. Finally, according to the existing problems, countermeasures from six aspects of market, enterprise, attraction, infrastructure, soft environment, and education are proposed to enhance the level of competitiveness of the tourism industry in Dalian.
