With the rapid development of economyin hebei province，the rapid advance ofindustrialization and urbanization, and the continuous improvement of residents’ livingstandards,the energy consumption demand is growing, the contradiction between economicand social development and energy shortage is increasingly outstanding, so saving energy andreducing consumption has become the core issue focused by the government and the socialfrom all walks of life.The coal cutting task that the country issued to our province is heaviestin the whole country. The total energy consumption in our province ranked second in thewhole country.The industrial energy consumption ranked third.And the total coalconsumption ranked fourth.So the situation of energy saving is very urgent. How tocompletethe goal of energy conservation and consumption reduction under the premise ofspeeding upthe economic development in our province is an importent issue in front of us.On energy saving issues, domestic and foreign scholars have made a lot of analysis, butmost of which are only at theoretical level. In other words, it is rare to think and analyze theissues from policy formulation and implementation. In Hebei province, the researches,combined with its situation, on energy saving are hardly seen. For the existing surveys, mostof them are qualitative analysis,nevertheless, quantitative researchesarevery few. Specificallyspeaking, firstly, the content of researches arevery broad. Some attend to all aspects of thematter, but only superficially. Secondly，the lack of specific researches. Many scholarspropose the causes and solutions on energy saving from the perspective of nation level,ignoringthe actual situation and the analysison the usage of the development of the energy inHebei Province.the lack of actual data to support makes that the surveys can’t go into theissues, the actual operations lack the pertinence and the acknowledge and the guide of thepractical application can’t be deep. Thirdly, while only a small amount of data usedin theresearch’s methods called case studies and comparative research in some area, most of themethods of the researches are singleness, which give arise to the limitation of the data.Therefore, this thesis will emphasize on how to enhance the systematicness, pertinence andmathematicalness. Base on the previous studies, take the method of combining quantitativeanalysis with qualitative analysis and of summarization with demonstration to analyze the current characteristics, existed problems and development trend in future.This paper firstly discusses the background and significance, pointing out the importantrole of energy to support economic and social development. It analyzes the increasinglyoutstandingcontradiction between the excessively rapid growth of energy consumptiondemand and the development of economic and social,as well as saving energy and reducingconsumption,fromthe perspective of urbanization and industrialization.It points out that thiscontradiction has become the core issue focused by the government and the social from allwalks of life.This paper analyzes the relationship between saving energy and practicing thescientific concept of development. It points out saving energy is the only way to promotescientific development and the effective carrier of upholding and developing socialism incontemporary China. At the same time, it analyzes the importance of energy conservation andconsumption reduction from theoretical and practical significance. In the introduction, itdeeply analyzes the past and current research status, the main results and conclusions.In the first part, This article analyzes the theory of saving energy and reducingconsumption. From the origin of the problem of saving energy and reducing consumption,clarifying the problems of saving energy and reducing consumption in our country history andthe development process after the reform and opening up, carefully, objectively, widely. Forthe stage in each of the five year plan, it has made the summary and analysis in differentperiods of theory development to the problem of saving energy and reducing consumption. Atthe same time, it also analyses the meaning of energy conservation and consumptionreduction and three important significances as a national policy.The second part analyzes energy production, consumption and energy saving progressof the whole province.This is also the key section and has large content,detial data andcomprehensive analysis.Starting from the reserves and production of energy in our province,itfirst objectively points out the province’s "real situation" and then lay the goodfoundation for the analysis of energy consumption status.By comparision,the gap betweenenergy supply and demand in our province can be obtained.This section particularly analyzesthe development status of new energy in our province and provides a basis for solvingconsumption gap and energy saving and consumption reducing. Meanwhile,from six aspects itsummrizes the characteristics of the current work of energy saving and consumption reducingin our province. The third chapter discussed the practical problem faced andcauses of problems from fiveaspects. And the causes was found from such three aspects: the objective reality, the conceptof development and the system construction.The fourth chapter is the analysis of the prediction and the energy saving potential of thetotal energy consumption in Hebei province. First of all, withusing historical data, andestablishing the regression model to analyze the linear relationship between energyconsumption and economic growth, the research can take the advantage of GDP to predict theenergy consumption in another way.Second, the contribution degree of industrial restructuringwas calculated by the relationship of the industrial restructuring and energy consumption.Third, the total energy consumption and energy saving potential was forecasted andanalysised. What’s morethrough the analysis of the overall potential and the industrialpotential, the suitable energy-saving method can be found for Hebei province.Through the above analysis and from a comprehensive, system and practical way, thefifth chapter put forward some ideas and measures of saving energy and reducingconsumption for HebeiProvice from eight different aspects in order to make it play a role inthe "Twelfth Five Year Plan" period and "Thirteenth Five Year Plan ".
