Research On Employment Of Landless-person In Dalian Changxing Island Economic Zone

The urbanization refers to the migration of rural population to the town. Because the second and the third industry continue to gather to the urban, the number of the town increases and the scale of the town expands. Along with the development of social productivity in a nation or a region, scientific and technological progress, and the industrial structure adjustment, living place of the rural population migrates to the town and rural labor transfers to the second and the third industry in the urban. Since the16th national congress of communist party of china was held, China’s urbanization rate has increased by1.35percentage points annually. By the end of2013, the working conference of the central town pointed out that urbanization is the only way that leads to the modernization. The urbanization is an important way to solve the problem of agriculture, rural areas and farmers. It is also a powerful support for promoting coordinated regional development, expanding domestic demand, and promoting industrial upgrading. It has far-reaching practical significance and historical significance to speed up socialist modernization and build a well-off society. Urbanization has become an important measure to promote China’s economic development and the living standards.However, with the development of urbanization, the employment problem of landless peasants is increasingly severe under the background of imperfection of the relocation compensation system and the peasant employment training system, and the fast speed of the urbanization. As the important region of Liaoning province coastal economic zone on "five point and one line", Dalian Changxing Island adheres to the development strategy of taking the petrochemical industry, shipbuilding and marine engineering equipment manufacturing industry, the port of major technical equipment manufacturing industry, and the logistics industry as the main body. Therefore, the process of urbanization walks in the forefront of the country. However, because of the unbalance of economic structure, the proportion of the first industry is declining, the proportion of the second industry is increasing, and the output of the third industry is still at a relatively low level. The main industries that absorb the landless peasants such as finance, logistics and shipping are still at the starting stage, resulting in a serious position shortage of land lost farmers employment. Besides, the historical reasons of landless peasants’lack of necessary occupation skill and the imperfection of employment security system leads to the more serious employment problem of landless peasants in Changxing Island economic area. Therefore, this article conducts in-depth field survey of the employment problem of land lost farmers in Dalian economic zone in Changxing Island, and puts forward targeted and feasible suggestions according to the actual situation. This research has important value to improve the employment status of landless peasants in Changxing Island economic area. It also provides the reference for other areas to solve the problem of landless peasants.Through the form of questionnaire and visiting, this article tries to learn about the circumstances and demands of the community life. The security of land lost farmers employment from the theory and policy is preliminarily discussed, hoping to improve the situation.This article is mainly divided into the following chapters:The first chapter:introduction. The research background of this article is analyzed, and the theoretical and practical value of this paper is explained. Moreover, the landless peasants at home and abroad are summarized to provide a basis for the follow-up study.The second chapter:the related concepts and theoretical basis. Two main concepts involved in this article, which are farmers and landless farmers, are reasonably defined. It is described as the theoretical basis of this paper.The third chapter:the social economy, resettlement and employment situation of the Dalian Changxing Island economic zone. This chapter mainly introduces the basic situation of Dalian Changxing Island economic zone and economic development. It also investigates the present situation of the employment of landless peasants.The fourth chapter:the employment problem of land lost farmers in Changxing Island economic zone. The employment status of landless peasants in Dalian Changxing Island economic zone is analyzed through interviews, questionnaires and other methods. Problems of the land lost farmers in the process of employment are summarized to provide the direction for future research.The fifth chapter:policy proposals. Based on the previous analysis, specific measures are put forward combined with the development strategy of Dalian Changxing Island economic zone. It provides the guidance for solving the employment problem of landless farmers in Dalian Changxing Island economic zone.
