| From the very beginning of science in ancient Greek to the establishment of national scientific system at the beginning of the20th century, development of the current society cannot get independent from science and technology. Scientific improvement has posed direct influences into every aspect of the society and constantly facilitates the whole community and the entire human endeavors.As the dominant innovation-scientific and technological human resources certainly get more and more attention from society during the process when the power of science and technology amplifies. Both gleaming achievement of science in prehistoric Greek and breakthroughs accomplished in nowadays in the frontline scientific field (aerospace and bioengineering etc.) relies on scientific and technological professionals to a great extent, especially those outstanding peers. It is no exaggeration that the field of science and technology, the level of living life and the development of society would have no such amazing achievements if there’re no outstanding scientists and technicians. Therefore, the issue of how to evaluate, affirm and pick up outstanding scientists and technicians becomes a key concern and hot issue for study in the society.The purpose of the research is to conduct studies into evaluation on scientific and technical talents from the source and lay solid foundation for the improvement of current evaluation system.According to the study made by predecessors (especially domestic scholars) it reflects that most scholars attach focus on concrete practices of evaluation. They found problems and managed to give some suggestions to solve those problems to improve efficiency of evaluation.Though this research also aims to improve efficiency of evaluation, yet the main focus of the research aims at the methodology for scientific and technical evaluation. In this system, three questions are particularly studied, firstly from the philosophy aspect, it mainly answer the question that why it is so important for us to pay so much more attention on the evaluation. Secondly from the scientific aspect, it mainly tells us the exact characteristics that those outstanding scientists and technicians commonly have. Finally, from the technical level, it mainly tells us how to conduct evaluation on outstanding scientists and technicians based on the scientific theories. It is fair to say that studies into the three major questions lay solid foundation in theory for evaluation on outstanding scientists and technicians. According to the results concluded by the study of the three aspects mentioned, we can see the evaluation that has being conducted by China. It is impossible for us to find the shortcomings that the current evaluation has, and then according to the research we can do something to improve current situations. |
