Size is larger, the total power generation equipment in China by the end of2014,generating equipment capacity exceeding1.3billion KWH, by the end of the12thfive-year power equipment capacity can be controlled at about1.4billion KWH.Although at this stage of wind, solar, water conservancy and other renewable energypower generation industry growing, but thermal power proportion is still67.3%until2014, at the absolute leading position.Luanhe Power Plant is the country of China GuoDian corporation subordinate Ⅰtype cogeneration power generation enterprises, was founded in1958, the originalbelongs to north China electric power administration, January15,2003ChinaGuoDian corporation. GuoDian Luanhe Power Plant is north of Beijing and TianjinTangshan grid peripheral power plant, it shoulders the ChengDe area as well asindustrial and agricultural production and People’s daily life and ChengDe city doublebridge, Shuangluan district heating. At present three of GuoDian Luanhe Power Plant330MW, the installed capacity for each unit annual average of about1.188milliontons in coal consumption. According to the national thermal power installed capacityof862million KW to calculate, the national coal consumption of about3.1billiontons, and the efficiency of thermal power is only35%-42%, power general economicefficiency is very low. According to statistics, in2007, each reduce1g/kWh, the yearcan save2.25million tons of standard coal, direct economic efficiency can reachabout1.3billion yuan. Has been in operation, therefore, coal-fired power plants to theincrease of the professional criteria and on improving the process mechanism, andimprove the personnel organization mechanism is imperative.Over the years, Luanhe Power Plant accumulated a certain amount of productionoperation management experience, but the Luanhe Power Plant production operation management pattern already can not adapt to high parameter, large capacitycogeneration units of production operation management needs, especially thetechnical indicators, staffing, problems existing in the management system isbecoming more and more protruding. With the enlargement of enterprise scale andlarge capacity of the unit put into production, improve the production of technicalindicators, reasonable allocate personnel, optimize management system is particularlyimportant. In order to get advantage in the current market, to gain more social benefitand economic benefit, and realize the maximization of the cost optimization, theefficiency of the Luanhe Power Plant management mode has been unable to meetexisting production management level, and for the current operation and operationproblems existing in the process also need to be solved.This article mainly uses the experimental method, investigation method and theresearch method of combining the theory research and practice, from the humanresources, security management and technology optimization angles of Luanhe PowerPlant production management present situation and development prospect werestudied. First analysis of the problems existing in the Luanhe Power Plant operationand operation process, and puts forward the corresponding improvement measures;Secondly from the Luanhe Power Plant operation and operation flow operationtechnical indicators, personnel organization and management and operation system ofmanagement three aspects, analysis of the influencing factors of running theworkshop process optimization; Finally put forward the corresponding solution,namely, improve the process mechanism, optimize configuration of personnel,improve professional small indicator set control operation, not only can save lots ofwater, coal, oil and other non-renewable energy sources, the benefit of futuregenerations, and reduce the operation cost of coal-fired power plants, improve theeconomic benefit, so as to improve the stability of the heating, power supply, ensurethe safety of the power plant operation, but also extend the time of the safe operationof the unit, improving the service life of various auxiliaries, reduce maintenance costs,further improve the economic benefit of power station.Production technologyindicators, reasonable distribution of personnel, and optimize the management system is particularly important. In order to get the advantage in the market now, obtain moresocial benefits and economic benefits, and achieve maximum optimization, costefficiency, Luanhe Power Plant management mode has been unable to meet theexisting production management level, but also for the work flow problems currentlyrunning shop also need to be solved. So, this paper mainly used the experimentalmethod, investigation method and the theory and practice of combining. The researchon status from human resources, security management, technology optimization andother point of view of Luanhe Power Plant production management and developmentprospects. First, analysis of the existing operation flow of job shop problem inLuanhe Power Plant, and puts forward improving measures should be relative, andthen from Luanhe Power Plant operation flow of job shop operation technology index,personnel organization and management and operation management system of threeeffect of Luanhe Power Plant Operation workshop operation process optimizationfactor. Finally put forward the corresponding solution. Improve the processmechanism, optimize the allocation of staff, improve the integrated control operationof small professional index not only can save a lot of water, coal, oil and other nonrenewable energy, for the benefit of future generations; more is the reduction of thethermal power plant operating costs, improve economic efficiency; to improvestability of heating, power supply, ensuring the safe operation of power plant isprolonged; the safety unit operation time, improve various auxiliary equipmentoperation service life, reduce maintenance costs, further improve the economicbenefit of power plant.
