From the perspective of the analytical framework of new institutionalism,enterprise flexible benefits plan can’t development without the specific institutionalenvironment which includes political system, economic system, social system andcultural system. Specifically, political system, reflecting the governing philosophy ofruling class, determines the soul of enterprise flexible benefits plan. Economic system,reflecting the requirement of the marketization, determines the motivate behavior ofthe co-ordination in human resources. Social system, reflecting the conflict of stratumand group, determines the operation mode and content of the reform. Cultural system,electing the social major ideology, becomes the humanistic background forprogressive development.The evolution of enterprise flexible benefits is restricted not only by theinstitutional environment, but also by the interaction among governments, businessesand individuals (families) in the wide range of social welfare system. According todifferences of major welfare ideas and welfare modes among distinct countries, thedevelopment mechanism of enterprise flexible benefits plan can be classified as threemodels: the passive development model as the representative of social democracy, theactive development model as the representative of neo-liberalism, the cooperationdevelopment model as the representative of The Third Way. Firstly, the passivedevelopment model as UK believe that the government is the main manager. It alsotakes a series of incentive measures to attract talent in the competitive environmentfor talent. With the development itself, the feature of the people-oriented is obviousand the institutional constraints of the social environment is important. Secondly, theactive development model as USA believe that enterprises should develop freely inthe context of the comprehensive and various humanities. The aim for enterprise to develop the flexible benefits plan is to pursuit of economic interests and respond tothe social needs of citizens. Thirdly, the cooperation development model as Japanchooses the path of cooperation of government and business which is different fromleft road or right road. This choice is under the influence of Confucian Culture andcauses a series of stimulating behaviors of enterprises adapting to the lifelongemployment system. Although these three models are developing in differentinstitutional environment, there are still important conditions in common, such as thepower of core subjects and openness of resource environment.The development of enterprise flexible benefits plan in china lacks institutionalenvironment and important conditions. On one hand,the defects of institutionalenvironment reflects in four aspects: at first the traditional political philosophycontinues in contemporary business initially;then the economic diversification ofcomponents increases the difficulty of the overall managements; last the socialtraditions restricts the existence of incentives; in addition the lack of a negativeimpacts on the practice effect of culture. On the other hand, the defects of importantconditions in the development process of enterprise flexible benefits plan reflects inthree aspects: the first one is in the lack of power of core subjects; the second one is inthe lack of openness of resource; the third one is in the lack of initiative of individualneeds. The development of enterprise flexible benefits plan in china needs the powerof government-centered, through the ways of playing a proactive role in guidinggovernment, waking the initiative of enterprise for self-development, enhancing theinitiative and normality of staff’s welfare needs, in order to strengthen thedevelopment of flexible benefits plan in China and improve the construct of thediversified and multi-line social welfare system.
