As the private economy has become increasingly prominent position in thenational economy, the guarantee industry, as an integral part of the financial sector,its benign and normative development has got more and more attention. As the firstregional pilot re-guarantee institutions, Northeastern re-guarantee company hasmade some achievements after six years’ development, while it’s also facing moreand more competitive pressures. Meanwhile, to some extent, the internalmanagement also restricts the company’s development. The most prominent andurgent problem is to build a professional skills training system for staffs.This article begins with the background, meaning, methods and content of theresearch. After that, analyzing the problem and the status quo of professionaltraining skills for staff of Northeastern re-guarantee company, we found there existsthree problems, which are the training requirement is not clear, singleness of thetraining content as well as the lag of the evaluation of training effectiveness. Andthen focusing on the three internal reasons of unestablished professional institute ofHR management, unidentified the factors of staff’s responsibility and the missing ofdevelopment strategy of staff training in order to explore the reasons of the problem.Then, based on the six factors of information collection, performance standardconfirmation, sample selection, interview result clear up, modeling process we builta competency model for staff of Northeastern re-guarantee company, to evaluatestaff competency, and found the gaps of staff competence. Finally implementguarantee measure set up according to training requirement, it is needed to enhancestuff’s law learning, improve stuff’s macro-economy theory learning and promote the ability of industry analysis, based on these, design training content and selecttraining ways, organize training implement, and based on the of Northeasternre-guarantee company.The most important achievement in this article is built up the competencymodel of Northeastern re-guarantee company, establish the six factors ofcompetency are the ability of communication and expression, ability of industryanalysis, knowledge of law, ability of financial analysis, knowledge of finance,sense of politics, and build up a training system based on the professional skill ofcompetent stuff. It has a practical significance in accelerate the development of thecompany’s system, satisfied the demand of stuff’s development, enhance thecompetitive of the company and enforce the strategy of company’s development. Atthe same time, it has to offer the reference to built and implement the professionalskills training system for Staff of the re-guarantee industry.
