Human resource management is the core of the twenty-first Centurymanagement, performance appraisal is the foundation and key link of humanresources management, improve its design is reasonable or not is related toenterprise performance and the strategic objectives, is the state-owned enterprises topromote themselves and to reach their strategic objectives to ensure. So how to on thebasis of domestic and foreign performance appraisal of scientific theory and practice,designed to meet the Chinese situation and development in the era of knowledgeeconomy’s performance appraisal system,to the domestic enterprises especially is anurgent and important task for state-owned enterprise. Middle managers play adecisive role in the state-owned enterprises, they are the backbone of the enterprise,solve the problem of performance assessment of middle managers is a comprehensiveenterprise to establish performance appraisal system is very important part of themanagement of state-owned enterprises, is the symbol of maturity. Therefore, theperformance management of the middle-level managers Huarun Changchun SnowBeer company design research, it has important practical significance.In the first of the existing performance management Huarun Changchun SnowBeer describing and on the basis of investigation and analysis, the problems of adiagnosis, and some shortcomings are pointed out; then the theory and method ofperformance management review, proposed in the design of performancemanagement to considering the factors of behavior and result in two aspects; in thedesign of the performance management of the design of the purpose, principles,sort out the performance management framework and flow, scientifically andreasonably determine the performance evaluation index and weight, established arigorous performance evaluation index system, and then follow the specification of performance management process, the middle management personnel performanceplan, performance implementation, performance appraisal and application ofperformance results for the careful design, not only the formation of theperformance management cycle complete, and the design of the appraisal index ofthe comprehensive use of the key performance indicators,360degree feedback andthe ability model, makes the new performance management the system is morereasonable and more scientific; factors affecting the final implementation of the newperformance management and related measures were analyzed.This article research mentality and the research achievement, not only providesthe basis for the middle management personnel performance management ofChangchun Huarun Snow Beer company, at the same time as the other same type ofstate-owned enterprise performance management reference.
