Study On The Construction Of Small Towns In Zhejiang Of Yongjia

The issue of small town construction is a significant comprehensive subject for social andeconomic development of modern China, since urbanization which is closely associated withsustainable development, transformation and upgrading of national economy and harmoniousdevelopment of the whole society is an inevitable trend in rural development. Inaddition, urbanization is not only a fundamental way to realize per capita well-off life andsocial modernization, but also an important index to measure the degree of regionaldevelopment. At present, the issue of small town construction becomes more and more seriousespecially in economically developed regions and China is in a critical period of development topay more attention to the quality of urbanization rather than focus on thequantity only. Therefore,there are great development opportunities as well as severe challenges in terms of small townconstruction. It is necessary to objectively recognize social realities, profoundly summarize pastexperience, make full use of all conditions, accurately grasp opportunities and scientificallyanalyze the development patterns and trends of urbanization, so as to explore a new wayconforming to and fitting for the sound development of small town construction in moredeveloped regions at present stage and to work out a set of policies and guidelines suitablefor development requirements.Since reform and opening up, a wide range of areas have implemented small townconstruction and significant achievements have been achieved----connections amongvillagesand between villages and small towns have increased constantly and they become more and moreintegrated than ever before; small towns and cities have sharply increased in number and levelof urbanization has improved dramatically; urban and rural integration has reached to a certaindegree; management level of urbanization has promoted significantly, and so on. However, thereare also a great deal of problems as listed below: urbanization with a unreasonable structuredevelops unevenly, lagging behind industrialization; without sufficient supporting infrastructure,construction system of small towns needs to be improved; spatial distribution pattern isunreasonable and population agglomeration degree is not high enough in the construction ofsmall towns; for the use of extensive urban construction mode, sustainabilityis rather poor; although population has agglomerated to some degree, it lacksof enough attraction, thus there is no fundamental breakthrough incontradictions between urbanand rural dual structure; there are lots of difficulties in coordinating urban and ruralcontradictions; and many other unlisted problems. All these problems can conspicuously affectsustainable development of small towns and the stabilityduring socialtransformation period. Construction of small towns in Yong Jia County sincereform and openingup is fruitful, but still there is a big gap compared with those advanced regions. Therefore, weshould analyze problems existing in development process and explore development ideas forsmall town construction in Yong Jia Country by drawingadvanced experience and failure lessonsof small town construction form other regions ofChina and foreign countries and combining them with the real development conditions of this city. But what are the reasons and backgroundof these problems? All these are included: unbalanced regional development and urbanizationdevelopment imbalances; imperfect planning system, difficulties in integrating villages andtowns and other issues; incompletesocial security system and public services; imperfection ofland circulation system, difficulties in the transfer of rural labors and increase pressureon resources and environmental costs;troubled situation of finance income of small towns;obvious management and assessment defects of local government, etc.Based on data access, field research and questionnaires, real materials have been presentedin this paper and through comparative analysis, data analysis and other methods, the papermainly studies current situations of small town construction in Yong Jia Country under a generalbackground of urban and rural overall development, makes a clear understanding of constructionproblems and development characteristics of small towns incomparatively developed regions incoastal area and deeply analyzes the construction environment of small towns under newsituation to confirm favorable conditions and restriction factors of smalltown construction. Furthermore, in reference to countermeasures of small town constructionproblems, not only the role of government should be emphasized and but also roleof nongovernmental forces should be given full play combining with actual situation; in order tocoordinating urban and rural development, a sound development environment should be createdfor small town construction, so as to serve for construction of small towns form the aspectsof policy and implementation; government administratorsshould formulate policy measures topromote and advocate nongovernmental forces to take active part in small town constructionby in-depth investigation and research and directly facing with related problems; studies ondecision-making level should be strengthened and current management theories and methodsused in construction of small towns should be further improved.
