Analysis Of Wheat Production And Comparative Advantages In Hebei Province

The yields and measure of consumption of wheat of China are always100million tons or so for years, ranking No.1in the world. And Hebei Province is one of the major wheat production provinces of the whole nation. The wheat sown area, per unit area yield and overall production of Hebei Province all are at the third place of the whold nation. As the second grain crop in Hebei province, the wheat sown area is basically kept at around2.4million hectares, about10%of the national wheat planting area. The development of wheat economy, which is closely bound to rural economy and farmers’interests, and related to the stability of national grain market price, plays a significant role in maintaining national food safety. In front of the new period of strategic opportunities, re-analyzing the wheat producing economy of Hebei province, investigating the main factors influencing wheat yield fluctuation, and systematically analyzing the cost-benefit condition of planting wheat have an important guiding significance in explaining the present embarrassing situation in which the production increases while farmers’income still stays at a standstill, so as to improve the farmers’economic benefits from planting wheat.This paper finds that, through detailed analysis of the current wheat production and existing problems in Hebei province, the whole nation and the major wheat producing provinces, the increasing of wheat output comes from the rapid growth of wheat per unit area yield, but the overall tendency is declining in spite of stable sown areas at present; both of the total output value and cost of wheat are rising, but the cost-benefit and farmers’growing enthusiasm continue to decline; the quality of wheat can’t meet the needs of weak gluten wheat for making cookies and pastries; the professional wheat cooperatives develop slowly, the number of leading processing enterprises is small, deep-processing industrial chain of wheat is short, etc. By consulting a large number of statistical yearbooks, and with the method combining comparative analysis, qualitative method and quantitative method, this paper analyses the status quo and existing problems of development of wheat production in Hebei Province, and put forwards targeted countermeasures and suggestions. Fluctuation analysis and grey correlation analysis discover that due to the emergence of scale and industrialized wheat production, the major factors influencing the fluctuation of the wheat output in Hubei province change from the original area elements into unit area yield elements. Through the analysis of comparative advantages, the advantages of Hebei province is obviously higher than the national average level, and the dominate position of wheat crop is far ahead of other crops within Hebei province. The paper points out the reasons why farmers are less motivated to grow through cost-benefit analysis, and discovers the rapid rising of fertilizer and labor costs lead to constant declining of cost-profit ratio through specific analysis of cost composition. In the new period of agricultural development, to transform from traditional agriculture to modern agriculture in Hebei province, we must strengthen country’s supports on agricultural policy; comply with the market demand, and improve the quality of wheat; further reduce the cost in wheat production; enhance the overall industrialization operating level of the wheat market so as to promote the sustainable development of wheat production in Hebei province.
