Since the21st century, driven by global economic integration and the continuous progress of science and technology, culture and tourism industry developed rapidly in the world. And it will become an important indicator of the important trends and national and regional comprehensive competitiveness of modern economic and social development. In the five thousand years of Chinese history and culture heritage, cultural tourism industry as a cross-border integration of emerging industries, extends the meaning of cultural industries and tourism industry in the cultural industry into a pillar industry in the process, plays an irreplaceable function for the competition for economic and social development power upgrade.Using qualitative analysis and quantitative analysis, normative analysis and empirical analysis, comparative analysis and comprehensive analysis and other methods, Analyzed the current situation and the existing problems of cultural tourism industry of Heilongjiang province. Using AHP model to evaluate the cultural tourism industry’s competitiveness of four similar environments provinces like Shandong, Liaoning, Jilin and Heilongjiang.And then analyze competitiveness of cultural tourism industry of Heilongjiang province thoroughly using the AHP analytic hierarchy model. Then put forward the strategy and countermeasures and suggestions for development the cultural tourism industry of Heilongjiang province. Third, analyzes competitive situation using the AHP analytic hierarchy model. Finally, put forward countermeasures and suggestions for promoting the cultural tourism industry of Heilongjiang province from three aspects of government and industry and enterprise. The government’s countermeasures and suggestions are perfect the relevant supporting facilities and take the diversified investment and financing incentives and improve the infrastructure construction. The industry’s countermeasures and suggestions includes reasonable planning characteristic cultural tourism routes and broaden the cultural tourism industry development space and extent cultural tourism industry chain. The enterprise’s countermeasures and suggestions includes create special cultural tourism products and encourage enterprises to fully tap the cultural background of the culture tourist resources and enhance the quality of human capital.
