Modern society is the personnel exchanges and training of social economy of knowledgeand human resources,is the era of rapid development, human technology play a decisive factorin the development of society and economy. Human resources as the most important part ofhuman development, has become the most important factor for the sustainable development ofregional economy, with the highly development of knowledge economy, human resources andtalent reserves play a very important role in today’s era of economic integration,withlong-term development space and the significance. The relevant data points out clearly,leaping development in remote minority region economy, good development cannot dowithout human resources,innovation system,perfect the construction of talent market, strategicintroduction of high-level,shortage of talents,especially to strengthen the training of ethnicminority talents, only rely on the power of talent, closely unite, work hard and perseveringly,can better is the frontier of the motherland to contribute to the cause. However, due togeographical location of Qapqal county and Xinjiang county overall realistic problems, wantto build a better Xinjiang’s desire is influenced by the objective factors, the construction anddevelopment of the region is still very arduous task, particularly difficult to implement, paymore attention to human resources development and utilization of the so.In this paper, according to the specific situation of Qapqal County, based on the analysisof distribution of the county’s population, education level, industry structure, the level ofmedical care and the understanding of the Qapqal county human resources production andconfiguration, combination of subject related research on the Qapqal county human resourcesdevelopment present situation, find out the existing problems at present from it, and theadvanced experience from everywhere to, put forward reasonable suggestions.
