Along with the perfection of the socialist market economic system, Chinese Resourcestate-owned enterprises are in a more competitive condition. The Chinese Resource SOEs’advantage in resource has an impact on their business performance, and the governmentadvocates harmonious development of society and economy. Therefore, how to evaluateeconomic benefit and social benefit objectively and how to establish a system of appraisalwhich follows the Chinese Resource SOEs’ development trend and could guide the firms’owners or managers to formulate development strategy properly, is a notable topic.The present performance evaluation system of SOEs is according with “Detailedoperating rules of enterprise performance evaluation”, which is more substantial than originalsystem and the indicator option method is improved, but there also exists flaws forresourceful SOEs. Aiming at the deficiencies of the present evaluation system, this paperchooses the performance evaluation method which contains multiple dimensions-balancedscorecard. According to the sociality and resource advantage of resourceful SOEs, thebalanced scorecard is improved to five dimensions with the original four dimensionsremained.First, this paper adopts theoretical approach to lay the foundation theoretically, withintroducing performance evaluation and its relevant theories. Secondly, associating empiricalresearch with theoretical research, this thesis modifies the balanced scorecard separatelyaiming at the sociality and resource advantage of resourceful SOEs. Lastly, in the empiricalpart, the coal companies are selected as the evaluation object; the thesis assessed the coalcompanies by resolving the strategy into specific indicators in accordance with thedevelopment environments and determined the indicator weights by expert interview, AHPand PCA.On the basis of new BSC, using26listed coal companies as samples, the thesiscalculated and sorted the performance values of all the companies, then analyzed theperformances of typical companies and tried to find the objective reasons and provide some proposals.
