Research On The Urban Innovation Performance Based On Industrial Clusters

With the global economic integration constantly accelerating and industry division refining, the world’s economic activity is increasingly exhibit a high degree of spatial clustering and evolving different network form. Among them, the industrial clusters have become an important force for the city to participate in regional and global competition and constituted the basic framework of today’s world economy. Carriers as the development of industrial clusters, cities play a crucial role in the development of national and regional innovation. During the knowledge economy era, promoting the development of urban innovation, creating innovative city and building urban innovation system are strategic choices of city transformation and upgrading as well as important parts of national and regional innovation. Thus, efficient urban innovation has played an important role for the innovation development of China. How to improve the efficiency of urban innovation and rapidly promote innovation development have been the subject of today’s study on the innovative development of cities.Economic globalization, taking industrial division as the base, production factors and goods movement as the core, knowledge creation and technological innovation as the driving force, is committed to the rapid development of the global economy. To promote urban transformation and economic development through the development of industrial clusters is an important measure to improve the efficiency of urban innovation. Worldwide, there are many examples that industry clusters could improve the ability of city innovation:United States Silicon Valley; Boston’s Route128; Austin, Texas; India’s Bangalore; Israel’s Tel Aviv; United Kingdom Cambridge industrial park and so on. Relevant data shows that these areas has created a large part of the world wealth.More noteworthy, during breaking the bottleneck of urban economic restructuring, the role of industrial clusters is also increasingly prominent. For example, in the innovative development of cities in China, through industry clusters, some advanced cities realizes their own transformation and development:Sez Shenzhen gradually achieved space agglomeration and innovation development in high-tech industry, including software, communications, and computer and IC, which led technology intensive, knowledge intensive and high value-added industry development; Combining itself features and regional resources advantage, in high-tech field, Dalian focus on the development of software, equipment manufacturing, and NC technology, which fully plays agglomeration effect of industry clusters, attracts lots of talent and innovation resources, and achieves a good beginning of open innovation.Currently, there are some irrational issues in our urban innovation, such as the indefinite main innovation, the irrational innovation resources investment, the lack of coordination mechanism and so on. All of these are the concrete manifestations of irrational in our urban innovation, which result in poor performance of urban innovation. For this reason, based on industry clusters, this paper researches urban innovation performance, analyses the theoretical basis of industrial cluster and urban innovation, explores their relationship and promote urban innovation efficiency through the integration of industry spatial layout and innovative resources.The main contents:The first part, background and significance. Firstly, through the study of development of global innovation cities, we find that the construction of urban innovation in the developed countries largely depends on the development of industrial clusters. Secondly, summarize and analyze the current development of urban innovation and industrial clusters. Finally, present the theoretical and practical significance of the study of urban innovation based on industrial clusters.The second part, industry clusters and urban innovation theory foundation. Firstly, define the concept of industrial clusters, urban innovation and urban innovation performance. Secondly, from an economic view, analyze cluster innovation effects, including effects of industrial clusters innovation and innovative internal mechanism. Finally, based on industrial clusters, emphatically analyze the urban innovation system related content, including subject, content and nature of urban innovation system characteristics.The third part, the construction of evaluation system of urban innovation performance based on industrial clusters. Firstly, propose the principles of the construction of evaluating index system, including scientific, practicability and feasibility. Secondly, from the three levels of cluster system, technological and economic innovation outputs, choose evaluation indexes and construct the evaluation system of urban innovation performance based on input-output. Finally, by comparing the advantages and disadvantages of subjective evaluation and objective evaluation methods and combining with the characteristics of performance evaluation, select DEA as empirical Analysis and choose the CCR.The fourth part, take the seventeen cities in Shandong province as examples and empirically analyze the urban innovation performance. Firstly, briefly introduce the industrial development of Shandong province, check out the Yearbook data and collect data. Secondly, evaluate the performance of the seventeen cities innovation system, analyze the data results and present the performance result. Finally, based on the results, find out the problems in the urban innovation system.The fifth part, policy recommendations based on industry clusters to promote urban innovation construction. According to the theoretical basis of the foregoing and the fourth part of the empirical research, propose policy recommendations of constructing urban innovation, including closely integrate industrial clusters and urban innovation system, strengthen the dominant position of enterprises innovation, promote collaborative innovation among the subjects, promote innovative achievements into industrial development, increase investment in innovation resources and improve research and intermediary service system.
