The current Chinese economy, has entered a new period of adjusting the industrial structure and the transformation of economic growth mode, enterprises are faced with hitherto unknown pressure of competition in the market, resource, technology, marketing and other single factor to win the competitive advantage in the era has ended, the enterprise only to establish an effective management system, maximize the elements the function, in order to obtain the competitive advantage in the new competitive situation, performance management is an important management tool and the method of enterprise performance, is to continuously explore and improve enterprise performance as the fundamental purpose. Therefore, in the present stage, the establishment of the enterprise performance management system is efficient, will directly affect the success or failure of the enterprise in the market competition.Taking the state-owned military enterprise HA company as a case study, in order to construct suitable for the actual management of the corporate performance management system, comprehensively promote the enterprise performance management capabilities for research purposes. First, this paper uses the element analysis method and the method of literature, about performance management paper core journals in recent years in management reviews and analysis, reveal the present research status of performance management, and further by using the method of literature, combed the current research situation of the excellent performance management system in the present theory circle and the practice circle; Secondly, the use of a questionnaire survey method and interview method, find and clear HA company has in the performance management problems, in-depth analysis of performance management problems and causes of; Finally, the literature research method and case study method is used, the experience and the lessons of failure summarizes enterprise success in the performance management in practice, combined with the application of system theory and the incentive theory in the performance management, which laid a theoretical foundation for the design of HA performance management system, to provide reference ideas, the formation of the performance management system the frame model of HA company. Performance management framework model by the performance management organization design, the concept of performance management, performance management design method design, design of performance index system, performance evaluation method for design, performance management, performance management process design form design, application of performance results, the design of the performance management system of diagnosis and optimization design of nine parts. Through this management system, from the perspective of the system, in order to effectively promote enterprise performance, and tries to minimize the risk of failure of performance management.Performance management plays a very important role in the enterprise management, the management theory and practice is also the most challenging task. In this paper, through the research of the performance management system in HA company as a case, from the perspective of the system, all kinds of factors and conditions for successful implementation of performance management is studied deeply, and to design and construct a framework of enterprise performance management system model.
