With the accelerated globalization process, domestic commercial banks are faced with increasingly fierce competition; banks have gradually realized the importance of intellectuals in improving competiveness of enterprises. How to explore the potential of human resources in order to create more profit for the company has been highly valued now by commercial banks. Performance evaluation is a substantial part of human resources due to its function of motivating and constraining employees, it also can be integrated with other company management methods to serve the development of enterprises. A scientific performance evaluation mechanism is of significant importance to the development of commercial banks, a rational and fair performance evaluation mechanism can help commercial banks establish a rational echelon intellectual structure to ensure the accomplishment of their strategic objectives, and therefore it is of vital importance in promoting staff performance, enforcing company management, and improving the comprehensive competiveness of enterprises.Recent years, with the deepening reformation of Chinese banking business and the great challenge for the development of HRB bank that comes along with the entry of foreign banks, HRB bank requires full appliance of management method such as performance evaluation in its second transition in order to ensure the accomplishment of its strategic objectives. This article integrated domestic and foreign studies on performance evaluation and on the basis of these studies, further illustrated the related theories of performance evaluation from the aspects of concept, principle, procedure, and method etc; then analyzed the current status of performance evaluation, problems shown in evaluation and the cause of the problems; then focused on the problems shown in HRB bank performance evaluation, a new performance evaluation mechanism was designed that agrees with the strategy development of HRB bank based on the theory of Balanced Score Card, and determined-the weight of each evaluation factor by subjective experience method; in the end, this article illustrated the procedure of new HRB bank performance evaluation mechanism and established a security mechanism to ensure its smooth implementation. Through this study and design of HRB bank performance evaluation mechanism, it is hoped that the article can offer certain references to the performance evaluation management of commercial banks.
