Research On The Development Strategy Of Dalian High-tech Zone Lingshui Bay Advanced Business Park

Among the first national approved Dalian High-tech Zone by the State Council in1991, the Lingshui Bay Advanced Business Park is located in the core area of Dalian Hi-tech District and has far-reaching functions such as upgrading industrial structures, bettering business atmosphere and perfecting relevant backup services. However, so far the Lingshui Bay Advanced Business Park has not worked out any specific plan for strategic development and not reached any consensus on its industrial position, development model, plan and layout as a regional headquarter. Consequently, it has given rise to its slow development. So it is urgent to figure out scientific and rational strategies to take an initiative in regional development and construction.Taking advantage of some relevant theories of headquarters, this paper studies the development strategies of the Lingshui Bay Advanced Business Park. First of all, from the concept of Advanced Business Park and Headquarter Economy, it introduces their definition and mechanism. Second, it makes SWOT analysis on each key factor which influence the current situation of the Headquarter. Next, based on the practical issues, it lays down and evaluates the development strategies of the Headquarter. Finally, it makes some solutions and proposals.Taking into account the practical situation of both Dalian Hi-tech Zone and the Lingshui Bay Advanced Business Park, this paper proposes a development model of the Twin Stars where high-end industries and services will be concurrent, and also sets up a development model of combining the government orientation and the market orientation together, which is of pragmatic meaning and practical guidance.
