The expressway of our country has the characteristics of high start, rapid development, the traffic mileage from jumped to second place in the world, and only spent less than20years. Toll station direct contact as a highway outside the window, which belongs to the most basic unit, will have a direct and significant impact on the actual operation of expressway. Therefore, strengthen the evaluation of performance of management science, establishing a high level, high-quality charge team has become an important task of the expressway management company.In this paper, the author used literature research method, questionnaire survey method, empirical research method. According to proposing the question, analyzing question and solving the problem of research ideas, it firstly discussed the concept and key performance indicators, performance appraisal of involved in the research of the balanced scorecard, management by objectives and other modern performance appraisal in detail, establishing theory the foundation for the full text research. Second, from the X Expressway Company Limited to charge staff performance appraisal content and the appraisal way introduced the status of performance appraisal of the member that collect fees, and designed a questionnaire conducted a questionnaire survey to the management staff and the member fees, summarize the existing in the design of indicators, the weight distribution and the implementation process for the assessment system problems. Aiming at these problems, this paper through the analysis of function and the toll collector job responsibilities to the toll station, using balanced scorecard performance evaluation model of four dimensional design from the twelve toll staff performance appraisal index, and the index weight calculated by analytic hierarchy process. Finally, this paper established the general thoughts and measures of the implementation of the performance appraisal system of toll collector, and improving X Expressway Company Limited toll collector performance appraisal system.The research has guiding role for the X expressway company charges members of the assessment, to motivate the employee to work hard, to promote the comprehensive growth of employees. It provides the impetus for the sustainable development of the company. In addition, how to use the results of performance evaluation overall the training and career planning and how to integrate individual performance with X expressway company are worthy of further study in the future.
