Research On The Theory And Empirical Test In Regional Innovation Policy Design

Regional innovation is an important part of national innovation, is an important meansfor local government to promote local economic development. There is no national innovationand development without the development of regional innovation. The government plays avery important role in promoting and enhancing regional innovation. The government need tointervene the direction, scale and speed of innovation, and to reflect its function throughsuitable innovation policy and strategy in the regional innovation. To a great extent, theinnovation performance relies on the innovation policy developed by the government.Different regional innovation policy would lead to different innovation performance. Thewhole study was conducted in two parts:Firstly, this article systematically combed the innovation policy of Handan and Tangshanfrom2003to2012,and contrasted the innovation performance. Analysis shows that there is abig gap on innovation performance between Handan and Tangshan. The innovation policy andthe attitude of government to promote innovation play an important role in the innovationperformance.Secondly, on the basis of literature research, according to the model of innovation policydesign put forward by Freitas and Tunzelmann, and combined with the characteristics ofregional innovation policy in China, based on three dimensions of type of knowledgeobjectives(mission type or diffusion type), type of policy tools (specific or general), and typeof policy implementation(district and county government oriented or municipal governmentoriented), this article put forward a suitable framework of three dimensional model for China’snational conditions. Through quantitativing the innovation policy of Tangshan and Handanfrom2003to2013, using factor analysis and K-means cluster analysis empirically inspectedthe three dimensional model, and found out the differenced on innovation policy designbetween Tangshan and Handan, and gave some suggestions of innovation policy to Tangshanand Handan. Finally the paper summed up the findings.The conclusions are as follows: policymakers should consider the combination ofvarious dimensions of the three dimensional model. Firstly, the government should make thegoal of innovation policy clear, mission type, diffusion type or a combination of the both.Secondly, policymakers should pay attention to the combination of general and specific tools.Finally, the implementation of policy needs the support of municipal government and thedistrict government departments.Finally, this paper gave a brief summary and the future prospect, including the deficiency, in order to provide reference for the further study.
