Comparison Of The Regional Innovation Policy Performance

With the further development of regional innovation system, China needs to change from sustainable to sustainable growth pattern, within this process, science, technology and innovation plays an increasingly large role on a regional economic development and social progress, innovation policy conditions become more important than ever in the establishment of a efficient market-based innovation system. The development of innovation policy in China has undergone a gradual process of differentiation from technology policy and industrial policy. From the reform and opening up to now, China's innovation policy in enhancing the innovative capability of China has considerable success. China mobilizes resources for Science and Technology on an unprecedented scale rapidly, along with the gradual development and expansion of innovation policy, innovation policy evaluation has become a new topic for academia.This article begins with the definition of innovation policy, introduced innovative policies and content of innovation policy evaluation in the definition, described the evolution process of regional innovation system and innovation policy evaluation, laid the ideological and theoretical basis for this study. This article focuses on the introduction of innovation policy, from innovation policy instrument, innovation policy classification, to evaluation scope ,standards, methods, and several other aspects of innovation policy, this article systematically analysis the innovation policy and innovation policy evaluation's running process ; on this basis, this article analysis Handan and Tangshan cities differences in productivity of industry, we adopted the "Solow residual method" on the same industry in Handan and Tangshan, to assess the contribution rate of technical progress and used regression analysis the relationship between R & D intensity and the economic performance. Based on the theory of this study, we evaluated Tangshan and Handan's innovation policy with productivity methods, for the future of innovation policy formulation and revision of reference. Finally, the paper summarizes the main conclusions and explores the future direction of development.
