Economic globalization and fierce market competition requires sustainable development of regional economy. One region wants to win in heated competition; it must constantly innovate and enhance its core effect on regional economy. Therefore, it should take a reconsider to activate regional innovation and strengthen innovation ability through creating beneficial environment, provide convenient technical policy and improve innovation performances. However, many national governments and scholars have found the reasons for unbalances among regions, theories and empirical studies depicted that two different regions with the same manpower and funding innovation effect differ. Based on previous study, innovation environment becomes important factors for improving performance.This paper is based on the unbalance development among regions, studies innovation performance of less developed region Guangxi, so as to find out ways enhancing its regional economic development and performance, reduces the gap of economic level with developing areas. First, the paper creates the index system of Guangxi region innovation environment and divides into six parts:infrastructure environment, resources, finance and business, government environment, market system and cooperation of enterprise, university and research. Using factor analysis to study the 26 indexes of innovation environment of Guangxi cities, the paper gets the scores and orders of each city, which Liuzhou, Guilin and Nanning have a better innovation environment. This paper uses data envelopment analysis to calculate each city's innovation performance, and gets its technical efficiency, pure technical efficiency and scale efficiency. Liuzhou, Beihai, Fangchenggang, Yulin and Baise are at the top production, and the DEA efficiency coverage and their technical efficiency is 1. Other cities are DEA invalid coverage. This paper also analyzes the reasons and provides some improving methods.Second, the most important part of this paper is the relationship study among innovation environment, technology policy and innovation performance of Guangxi cities and analyzes its effect degree. The result shows that infrastructure environment has an apparent positive effect on innovation performance, but with less degree. Human resource has a great positive effect on innovation performance of Guangxi cities, and the coefficient estimates are bigger. The effect of funding indicators in resources and environment on performance is not obvious. The financial environment showed a significant negative effect on innovation performance in the most cities of Guangxi. The coefficient estimate of technology policy of innovation performance is big, the coefficient of Nanning, Fangchenggang, Baise, and Chongzuo is negative and others are upright. However, only the coefficient estimates of Guilin, Wuzhou, Yulin, Hezhou and Chongzuo through the test of significant level. The effect of the market system environment on innovation performance is different among the cities of Guangxi, the coefficient of Nanning, Liuzhou, Baise, Hechi, Laibin and Chongzuo is upright, and others are negative. However, only the coefficient estimates of Beihai, Hechi, Yulin and Chongzuo through the test of significant level. The effect of cooperation environment of enterprise, university and research institute on innovation performance are not significant in addition to Hezhou and Chongzuo.
