Grain is an important indicator of a comprehensive national strength, which has always been a measure of a country. The food development level of a country is, so to speak, the foundation of the whole development of economy, also the important strategy of national economy and the people’s livelihood at the same time, it’s the foundation of the national economic development. As the first industry on agriculture for China, attaches great importance to the agriculture that has become the basic direction of China’s economic development and the food is also a basic industry in the developing of agriculture, the developed food industry can promote the comprehensive development of agriculture, industry and even service industry. The quality and yield of grain are the basic measure of food industry, so how to improve the efficiency and quality of grain production has become the top priority of the food development in China.At the same time in the development of economy in our country, the big agriculture population base of our country is an important national condition that we cannot ignore. For such a country with a population of1.37billion, it is a historical problem that how to grow enough food to supply the normal life of1.37billion in the limited land. Not only that China’s rural population has reached80million, adequate food supplies and a stable food development environment is particularly important for such a big food demand country. And grain subsidy policy as early as in2004has been attached a great importance by the government, so far our country has made a lot of efforts on improving the peasants’growing enthusiasm and guaranteeing the stable development of grain production, and very considerable achievements have been made. The government has launched a series of relative policies to protect food production, such as direct food subsidy, subsidies for growing superior, farm equipment and comprehensive agricultural subsidies, the minimum purchase price protection and the national grain storage purchase and so on. According to the grain production data by nearly two years for our country, food subsidy policy has achieved some results that partly aroused the peasants’ enthusiasm of growing grain in the provinces around and a basic realization on the policy goal of increasing grain yield and peasants’income. However, there are still some problems in the process of implementation that the effects expected from the policy goals are not very well achievable.The main structure of this article falls into six parts.First part is a basic introduction to the article and focuses on the background of article, research purpose and research significance, present situation at home and abroad, research ideas and the innovation of the article. The innovative point of the article mainly focuses on how to improve grain subsidy policy of our country. According to investigation, some grain farmers have no concepts to grain subsidy policy, they just believe that the most effective way of subsidy is the direct grain subsidy.Second part is through introducing the concept of food, leading to the classification of food and combining with the definition and function of food subsidy, providing the theoretical basis for the research of food subsidy policy. Grain is a public product in Public Management. From the perspective of Public Management, by using the principle of it and starting from the characteristics of the food industry, summarize the basis of implementation about food subsidy policy; consider the characteristics of food industry and the special status.Third part, by studying different policies in different historical stages of food subsidy policy in our country, analyzes and summarizes of its policy system and development trend. According to the current food subsidy policy of our country at the same time, analyze the effects of our country’s food subsidy policy from the perspective of the policy goals and plans, formulation and implementation, evaluation and so on, evaluate the current policy from the comprehensive perspective.Fourth part, through studying the process and results of implementation in the food subsidy policy, points out the existence of unreasonable places in our country’s food subsidy policy.Fifth part, introduces two main food subsidy policy of our country’s main market economy. Select the United States and the European Union countries as a reference, draw lessons from the changes of the policies in different historical periods, reply to the relative countermeasures and experiences facing to different national conditions. The United States is the agriculture superpower and one of the agriculture developed country in the world, which has a strong representation. The European Union counties pay attention to the technology development of ecological environment and infrastructure, at the same time use financial instruments positively and provide the ways of subsidy from multiple perspectives, relax loan policy to farmers and encourage them to use the funds to optimize production conditions.The last part is the conclusion of the article. By analyzing the current food subsidy policy of our country and considering comprehensively the implementation basis and effects of our country’s food subsidy policy, the following four aspects about the countermeasures and suggestions are given. Attach importance to the object of food subsidy; strengthen the humanistic care for farmers and the cultivation of environmental protection consciousness. Optimize the construction of food subsidy policy and encourage the research and development of agriculture technology. Improve the execution efficiency of policy subsidy. Perfect the grain circulation system and stabilize the supply and demand balance of market, improve the infrastructure construction level of food industry and maintain a good grain circulation order.
