Along with the popularization and application of the computer and network technology, the electronic commerce presents fast fierce development, so express demand scale producing by online shopping become bigger and bigger. The various problems faced by the express industry come out under the circumstance of rapid development of express, such as city express service infrastructure construction lagging behind the demand of express industry development, express network construction lacking land security and other problems which urgently need to be solved. From the perspective of government management and the social welfare maximization, the paper puts forward making a unified plan and building special express service nodes to integrate social resources, realize the intensive utilization of land resources, put emphasis on setting express industry development problem, speed up the operation efficiency, improve the service quality, and reduce the social cost of express industry.According to city express service nodes layout, the paper mainly focuses on the following aspects:(1) The paper systematically analyzes the layout theory and related literature both at home and broad, based on that, the paper make a detailed introduction to related concepts and characteristic of city express service network and some content about the central place theory and the multiple objective decision model, laying a solid theory and method foundation for the research of the paper.(2) According to the present situation of city express service network layout, the paper further explains the principle and necessity of network hierarchical layout. Based on central place theory, the paper constructs three layer city express service network system, and gives a elaborate describe to functions and development mode of service node in the network.(3) The paper selecting the second level of express service network that is transition station as research object, taking the influence factors of transition location into consideration, constructs a evaluation index system of nodes centrality containing three dimensions of market demand, traffic conditions and environmental factors, and puts forward using information entropy model to calculate centrality index to determine the alternative transition position.(4) From the perspective of the social welfare maximization, the paper makes a consideration of opportunity cost producing by transition construction, transportation cost, time cost and penalty cost respectively from customers to the transition station, and builds a double objective decision model which regards minimum cost and largest delivery capacity as object to select the best transition position from the alternative nodes.(5) Based on the analysis of Beijing city express demand distribution, the paper selects the typical area of Beijing to perform empirical research to verify the correctness and feasibility. At last, the paper analyze the research results, which provides the reference for the overall planning layout of express service nodes in Beijing.
