Intellectual property as the social superstructure has attracted worldwide attention. China is a developing country, although in the process of intellectual property protection is counted as a rising star, and we have poor experience in this new area. Learning others’ experience will help us to develop our intellectual property protection. Although the intellectual property protection and direction have the same purpose, but different regions and countries have different basic conditions, the research separate from actual is meaningless. Under the fundamental premise conditions, especially use the experience of of advanced countries to innovate our intellectual property rights.Under the background of Agreement on Trade-related Intellectual Property Rights and the economic globalization, identifying the entry point of Intellectual Property protection is particularly important. The impact of technology on intellectual property rights is an indisputable fact. But which technologies will emerge, when changes occur will affect the development of intellectual property,how it happened, to clarify these issues has an important reference to development our intellectual property rights. This paper from the perspective of the impact of technological development to intellectual property rights, to find the general rules of intellectual property development. Mainly use the three Western technological revolution as cutoff point, through combing the change of economic and social situation caused by the emerging technologies of the steam era, electric period and information age, and the new features and new emerging intellectual property policy in this period, to explore and summarize the interconnected between them.
