Grain production is the foundation of the national economy, and cultivated landis the foundation of the food security. Consequently, it is of vital importance tostrengthen protection and construction for the cultivated land resources, especiallybasic farmland, during the “twelfth five-year plan”, and speed up the construction ofaccelerates of400million acres of well-facilitied capital farmland, is not only aninnovation of CPC central committee and state council towards cultivated landprotection during new period, meanwhile, it is an effective way to ensure thenational food security. Consequently, facing with the quality of cultivated land havebeen declining, the situation of the poor agricultural infrastructure, it’s veryimportant to identify the construction area of well-facilitied capital farmland and itspotential, which is of guidance meaning in developing high standard farmlandconstruction smoothly in the coming period.With the method of combing theoretic research and empirical analysis,qualitative and quantitative analysis, this thesis takes an empirical study inShuangyang Disctrict, Changchun City, Jilin Province which is an importantcommodity grain base, with the help of relevant studies at home and abroad.Supported by GIS software and based on the latest updated data of2nd national landinvestigation, this research studies the potential of well-facilitied capital farmlandconstruction in Shuangyang, grades the potential, ascertains the scale, spatialdistribution and construction mode of various well-facilitied capital farmland,estimates the construction cost and benefits of well-facilitied capital farmland, andfinally proposes the safeguard measures. The conclusions are as follows:(1) this study selects10indexes or factors to form an evaluation index system ofengineering System for the well-facilitied farmland construction among the naturalquality conditions of basic farmland and the construction conditions of basefarmland facilities, ascertain the weight of index system with the method of analytichierarchy process (AHP) and refer to the value assignment standard of agriculturalground classify rates system. The author takes layer overlay analysis and space analysis on GIS software, and divides the basic farmlands in Shuangyang into3classes, qualified aera,gentle management area,aggressiv emanagement area,whichcovers35394.54hectare,31709.91hectare and16588.55hectare respectively andtakes42.5percent,37.75percent,19.75percent respectively.(2) this research employs the method of standard investment estimation perunit area and the method of analogy analysis. According to three differentconstruction standards for three farmlands, it calculates that the investment cost of10,000square meters is8,000yuan,12,000yuan and16,000yuan respectively. Theinvestment cost of the3kinds of farmlands in Shuangyang is respectively283,156,300yuan,380,518,900yuan and270,216,800yuan.
