The safety of dairy product not only connects to the development of dairy industry, but also influences the health of a generation. The reason why the safety accident of dairy product cannot be eliminated effectively is that consumers cannot tell the product’s quality in the market. As a trust product,dairy product quality leads to asymmetric information. Nowadays, one of the most common and most useful way to enclose information is the certification system. Therefore, this dissertation analyzes the behaviors changing of dairy enterprise and government in the different certification system and makes research on the desire of certification implementation from the angle of dairy enterprises, then puts forward some constructive advices to improve the certification system.The dissertation can be divided to four parts. The first part is the analysis of present situation of dairy product’s certification system in China. Based on the retrospect of development process of dairy products’ certification system, the dissertation analyzes the species of relevant certifications and the existing problems of them. The second part is to apply evolution game model to analyze the three stages of dairy products’ certification system that is non-certification stage, compulsive certification stage and voluntary certification stage. non-certification stage will hinder the development of dairy industry and bring huge losses to social welfare. The compulsive certification is valid to maintain normal market order and increase social welfare. This method suits for initial stage of market, which can ensure the safety of dairy products preliminarily, but have no evident function in telling the level of dairy product’s quality and safety and guide benign competitiveness in dairy market. The voluntary certification suits for mature market, which can tell the features of dairy product and motivate the competitive sense of dairy enterprises as well as promote the development of dairy market on the basis of safe quality. The third part is to analyze the willingness of implementation of compulsive and voluntary certification of dairy enterprises. As a typical example, this dissertation uses the Quality Safety and Good Manufacturing Practice to do the research with the questionnaire investigation of 30 dairy enterprises in Heilongjiang province. In terms of implementing certification, willingness of enterprises is significant to its effect. The dissertation applies logistic regression model to analyze the willingness to implement voluntary certification and find the influential factors so as to offer basis for implementation effectively. The result shows that the scale of enterprises, the expected return and government’s support are significant factor. However,having pasture or not, the scale of return, the cost of certification and products type of dairy enterprise are not salient.The last part puts forward some suggestions for improving dairy certification system in China. In the light of the problems of dairy certification and the results of evolution game and regression analysis, the dissertation gives some suggestions. Firstly the system of compulsive certification should combine with voluntary certification. Secondly, the profit of certification return and cost of breaking the law should be increased. Thirdly, the norm of dairy certification should be improved. Fourthly, the administration to certificate agency should be strengthened. Finally, the policy support to medium-sized dairy enterprises should be reinforced.
