Analysis On China Distributed Energy Development Policy Under The Perspective Of Polycentric Governance Theory

Ever since the inception of new century, coinciding with accelerating globalization and dramatic progress of energy development, impacts from factors such as environmental pressure induced by greenhouse gas emission, the depletion concern on traditional fossil energy, the informatization in industrialized society have been leading to the significant innovation on supply mode of traditional energy, that is transforming from large-scale centralized supply to regional distributed supply. The advance of distributed energy is a revolution in energy filed, which is not only a technological innovation but also a revolution of thinking mode above energy supply. At present, contradiction of energy resource constraints in China is obvious, coal-base energy structure exerts tremendous stress over national energy conservation and emission reduction. However, along with the economic growth, the continuous increase of overall energy is irreversible, the intensifying conflict between energy amount and energy saving & emission decrease has become the essential problem of China energy progress. As is known to all that distributed energy is a fine carrier of green energy and enjoys higher energy utilization rate and power supply security in the meantime. It is capable of achieving energy supply in accordance with demands, which offers more options for customers. Thus, the come-out of distributed energy develops into an efficient way of solving China energy conflict while the positive externalities touched off by distributed energy development determine that policy support plays a pivotal role in the progress of distributed energy. Economic base determines the superstructure, the progress of productivity always urges the reformation of production mode, and therefore, energy policy system is also pressing for prompt change. Though China distributed energy started late and has been advancing rapidly, there still exists deep-seated problem. To find out its cause, monocentric policy system is the crucial factor that results in sluggish progress of distributed energy. Under the view of polycentric governance theory, this article, taking current distributed energy development policy in China as study object, summarizes the status quo of policy in the course of progress of China distributed energy, and analyzes the predicament of China distributed energy growth and its prime reasons. Meanwhile, by the means of combining the analysis and lessons learned from the distributed energy development policy of major developed countries such as USA, Japan, Demark, etc., solutions to resolve the policy issues and dilemma of distributed energy development in China by implementing polycentric governance theory will be put forward. This paper proposes to start from three aspects: improvement and classification of multiple distributed energy policy system, formation of sound levels of supervision mechanism for distributed energy, and coordination of diversified structural interest-related parties of distributed energy, and brings forward polycentric policy suggestion and governance approaches on distributed energy development facilitated by government, and try to build polycentric policy system in compliance with China actual distributed energy development..
