| Since China established, the state-owned enterprises has made a lot of policy,Including decentralization of power and transfer of profits, separation of ownership and the establishment of modern enterprise system. Reform has achieved remarkable achievement, but there are still a lot of problems. On the one hand, the efficiency evaluation system of state-owned enterprises is not perfect, does not distinguish between"economic function" and "public function". State owned enterprises are the unity of â€economic function" and "public function", has the dual attributes. So to evaluate the efficiency of state-owned enterprises, must consolidate "economic function" and "public function". But now people still on the separate dual attribute of the state-owned enterprise.On the other hand, there are some problems on the realization mechanism of the state-owned enterprise reform. For example the resistance of interest groups, the dividends system is not perfect etc.So a correct understanding of particularity of state-owned enterprises is the premise to realize the function of enterprise.This paper mainly studies the conversion efficiency of the different historical stages of state-owned enterprises’ functions with historical analysis, empirical analysis and normative analysis method. From this study we know that State-owned enterprises in a particular stage of development of the country are efficient. So,We can get inspiration that State-owned enterprises is a combination of different functions, the state-owned enterprise reform should pay attention to corporate positioning function. Based on the dual attribute of the state-owned enterprises, the state-owned economy is divided into four categories according to the two basic functions of state owned enterprises. In the initial stage of development of the socialist market economy, State-owned enterprises should be focused on the relationship between public welfare and national economic lifelines of industry, to maximize the overall efficiency of state-owned enterprises. This paper combined with the dual nature of state-owned enterprises, and hopes to be able to propose feasible suggestions for the reform of state-owned enterprises to adjust the direction and layout. |
