On Study Of Famers’ Occupation Skill Training In The Background Of Rural Land Circulation

’Land, which is everything lives depend on.’, while land is the basis of economic and social development. The reform of our country started from the reform of rural land system, the establishment and implementation of the household contract responsibility system made the great liberation and development of China’s agricultural productivity, profoundly advanced the efficiency of rural development. The decision made in third plenary session of our party’s seventeenth central committee pointed to give farmers more rights to protect the policy of contracted land management, promised the existing land contract relationships remain stable and unchanged for a long time. Third Plenary Session of our party’s eighteenth central committee decided to start a new round of reform, to separate the ownership and management rights from the contract and management rights in order to realize the ’Two rights for the expansion of the three rights’, and to add the mortgage guarantee ability to it. On the basis of stable household contract management forms, allowing the contracted land in a reasonable circulation is the objective requirement of our agricultural development, which is also in line with the party’s consistent policy. Farmers have long-term and stable rights to hold the contracted land is not only the premise to start rural land circulation, but also the developing foundation in land circulation market. As grain harvest always in a relatively low efficiency in agriculture, it is difficult to increase the income of farmers. The surface of the reason is that the price of agricultural products is not high, the deeper reason is the small scale of operation in agriculture. The land circulation is to solve the problem of relatively low efficiency, through the circulation of rural land, to liberate a large number of farmers from the land, transfer to the two or three industry, and expand the scale of agricultural operation and production. For the farmers those transfer to two or three industry and to those engage in large-scale production farmers, to improve their occupation ability and increase their income, the key lies in the study of famers’ occupation skill training in the background of rural land circulation.This thesis mainly used methods of the documentary study, investigative studies and inductive research. This thesis by Integrated use of these aspects has been systematically studied following problems:the introduction gives a summarize and description of current research both in China and abroad according to read some actual research papers, while also makes explanations of some concepts. The second chapter, through the analysis of the forms of rural land circulation in our country and the flow characteristics of famers under the background of this policy, this thesis highlights the importance of giving farmers occupation skill training and cultivating new occupation farmers. While combining with the needs of the times, this thesis gives some standard qualities that the farmers need to possess under the background of land circulation. The third chapter focuses on the analysis of the basic factors which affected farmers to participate in the occupation skill training. The fourth chapter states the current situation and encountered problems of farmers occupation skill training in rural areas of China. The fifth chapter, looking for the methods and countermeasures to adjust the training system, through adjusting training content and make effective measures to achieve better training results.
