As the subject in the collective forest right system reform, households’ willingness to transfer will affect the circulation of forestland’ use right, who is also the subject involved in the forestland market Since the new round of collective forest right system reform in 2003.With the development of economic in mountainous areas and urbanization, and with the ways of employment and the sources of income are becoming more and more diverse, farmers has departured into different social strata.And different social strata maybe have different willingness of forestland transfer. The different degree of dependence on land,that means the different preferences on forestland property right,will also maybe have different willingness of forestland transfer. Analysis on the influence of the farmer social stratum differentiation, forestland property rights preference on the willingness of forestland transfer, to provide policy implications to improve and promote the circulation of forestland in market.This paper selects 4 counties, in Zhejiang province, to analyze. First of all, this paper described the situation of farmer stratum differentiation,the preferences of forestland property rights and the willingness of forestland transfer. Then it described the preferences of forestland property rights and the willingness of forestland transfer with different stratum. At last, it used logistics model to analyse the effectors on farmers’ willingness of transfer. The results showed that:With the development of mountain economy and urbanization,the people who looked like highly homogenous in previous has already started to differentiation. Most of the farmers think that the rights forestland property are important. And he number of households who want to transfer is fewer than the number of households who don’t want to. The willing scale,the willing time and the motivation of the farmers who want to flow are also different.The preferences to forestland property rights with different stratum is strong. The working class who thought the use right and the mortgage right is important accounted for the highest. The business class who thought the usufruct right is important accounted for the highest. The working class who thought the use right and the mortgage right is important accounted for the highest. The manage class who thought the transfer right is important accounted for the highest. The farmering class who thought the inheritance right is important accounted for the highest. The preferences to forestland property rights with different household income level. The low income level household who thought the usufruct right,the transfer right and the inheritance right are important accounted for the highest. The medium-lowhousehold thought the mortgage right is important accounted for the highest. The middle household thought the use right is important accounted for the highest. The transfer willingness of business class and managing class is much more stronger, while the farmering class and working class are more likely to keep the status quo. The managing class accounted for the highest in the households who want to flow in. The business class accounted for the highest in the households who want to flow out. No matter which income level the household stay, the number who want to keep the status quo is more. The willingness to inflow is stronger than outflow if the households with low level, medium-low level and upper level. And The willingness to outflow is stronger than inflow if the households with middle or medium-upper level. The upper accounted for the highest in the households who want to flow in, and the middle accounted for the highest in the households who want to flow out.In the farmers’ willingness to outflow model, preference of land rights and forest area per capita have positive effect on farmers’ willingness to forestland outflow significantly. Compared to the control group(farming class), the business stratum’ willingness of flow-out is more stronger. Compared to the control group(upper), the willingness of household in meadium-low income is more stronger.Compared to the control group(upper), the willingness of household in meadium-upper income is more stronger.Farmers’ willingness in Kaihua and Linan are less likely to outflow than Yongkang’. In the farmers’ willingness to inflow model, age and forest area per capita have impositive effect on Farmers’ willingness to forestland inflow significantly. The willingness to flow in of people who had transferred previously is more stronger. Compared to the control group(upper), the willingness to flow in of household in meadium-upper income is more weeker. Farmers’ willingness in Kaihua, Linan and Longquan are more likely to outflow than Yongkang’.Suggestions as follows: firstly, establishing the forest right trading center to provide the information of transfer. secondly, Developing non-agricultural industry and improving the income level of farmers. Thirdly, respecting for the willingness of the farmers, and encouraging farmers to transfer forest land.
