To improve farmers’ income levels and the quality of farmers’ life is the agricultural development goal, which the country repeatedly emphasized over the years. The way of increasing the farmers’income is particularly important. There are two "surplus problems"-which mean surplus labor and the surplus labor time in rural areas of Heilongjiang Province where the agriculture development is highly mechanized and organized. The government released a series of policies to encourage transfer of rural surplus labor, in order to improve the farmers’ non-agricultural income, and then increasing farmers’ income level as a whole.From the perspective of human capital investment, This paper explored the investment of the farmer human capital mainly raises the farmer’s ability of getting configuration information, the ability of the labor policy-decision, the labor skills, the ability of labor migration, which increases the farmer’s non-agricultural employment ability and opportunist, thus improving the farmer’s non-agricultural income level. And with the increasing non-agricultural income level, farmers will strengthen their investment level of human capital. On the basis of primary data obtained by field interviews and questionnaire, this paper analyses the farmer’s human capital investment and the current situation of non-agriculture income deeply and finds out that the farmers in Heilongjiang Province show the shortage of human capital investment as a whole. It embodies that:less educated on average, less attending training, low labor migration level. From the four forms of human capital investment, the survey data are analyzed by principal component analysis. Based upon this, the multi Logistic regression model used to quantify and analyze the influence of human capital investment on farmer non-agricultural income. Finally, based on the theoretical analysis and empirical analysis, this paper offers countermeasure suggestions through different ways of human capital investment to increase the farmer’s human capital investment and their non-agricultural income level,thus to enhance the general income of farmers.
