Study On The Influence Of Agricultural Human Capital Investment On Agricultural Economic Growth In Four Prefectures Of Southern Xinjiang From The Perspective Of Limited Supply

The development of agricultural economy in southern Xinjiang is restricted by regional environment,climatic conditions,population base and so on.The development of agricultural economy is slow.With the mass transfer of labor force in southern Xinjiang,the speed of labor transfer slows down,the development of agricultural economy is restricted,and the rural human capital needs to be developed urgently.In order to promote the long-term stable development of agricultural economy in southern Xinjiang,improve the living conditions of farmers,effectively promote the implementation of the strategy of rural revitalization.This paper analyzes the development of agricultural economy and the present situation of rural human capital investment in the four prefectures of southern Xinjiang in the last ten years.According to the first turning point put forward by Lewis,it is found that the agricultural labor force in Xinjiang has gradually entered the stage of limited supply.In order to break the restriction of labor transfer restriction on economic development in southern Xinjiang,based on Cobb-Douglas production function,this paper introduces agricultural human capital investment approach as a variable,and adopts panel data from 2007 to 2016 in four prefectures of southern Xinjiang.This paper investigates the influence of rural human capital investment on the development of agricultural economy in the four prefectures of South Xinjiang,and then analyzes the contribution degree of human capital investment of four prefectures by principal component analysis.This paper probes into the difference of the contribution degree of human capital investment to economic growth in all regions and states and the reasons for its formation.The main results are as follows:(1)the agricultural labor force in southern Xinjiang has gradually entered the era of limited supply.(2)in recent ten years,the agricultural economy of southern Xinjiang has developed rapidly,and the total investment of agricultural material capital and human capital has greatly increased.(3)Agricultural material capital investment and human capital investment have significant positive influence on agricultural economic development in southern Xinjiang,and the impact elasticity of agricultural material capitalinvestment is less than that of human capital investment;(4)the material capital is the main thrust of agricultural economic development in the four prefectures of southern Xinjiang,and the investment efficiency of agricultural human capital is relatively low and the development potential is great;(5)The role of the human capital in the rural training in the development of the agricultural economy is the largest in the human capital investment way in the four regions of the South Xinjiang.Therefore,the following suggestions are put forward: to maintain the investment in agricultural material capital and accumulate material capital in the four prefectures of southern Xinjiang;to encourage fertility and ensure the reserve of labor force quantity;Population introduction and talent introduction should be carried out at the same time to improve the number of labor force,while paying attention to the development of high-quality talents;While increasing all kinds of investment in human capital,the investment structure of human capital should be stabilized,and the investment strategy of human capital suitable for the development of agricultural economy of all regions and states should be formulated according to local conditions.
