Study On Problems And Suggestions Of Rural Land Transfer In Puning

For more than 30 years,family contracting has been practiced in China.At that time,it was of great significance to improve farmers' enthusiasm and production of grain.But at the present stage of rapid economic,technological development and sustainable urbanization,the agricultural population transfe to secondary and tertiary industries more and more,at the same time,new mechanical equipment and high-tech technology are constantly applied to agriculture.Land fragmentation restricts investment and new technologies put into the agricultural,also restricts large-scale and intensive management.In puning,people are very more,but less land,and the land is fragmented seriously,people going out very more and many land had been wasted.As a agricultural staff,it is my duty to study the rural land transfer in puning.This paper through literature,research,questionnaires,interviews to study and analyze the rural land transfer in puning who as the main research object.The literature research is based on used research to elaborate the development process and significance of rural land transfer,at the same time,draw on the frontier point of view and explore some successful cases of domestic circulation as a reference.The purpose of indeed survey is to collect basic data,local circulation examples,and grasp the most real circulation situation on the front line.Based on literature and indeed survey,with the analysis of 103 valid questionnaires and the mastery of interviews,comprehensive understanding of rural land transfer in puning In-depth and systematic analysis of existing problems and causes.Finally,according to the literature,suggestions and opinions of all parties and persons concerned with circulation,summarize some suggestions that are more useful in the local.Through the study,this paper argues that,the transfer of rural land in puning are fall behind,there are six problems: such as non-agricultural and non-grain tendency,non-standard transfer and difficulty in scale transfer.We believed that is low agricultural benefits,the second round contract policy is not in place,lack of incentive assessment system four reasons,lead to the backward development of rural land in puning.Aiming at the existing problems and reasons,we summarize six suggestions,such as use property rights reform to promote land concentration and break down barriers to land fragmentation,change farmers understanding and enhance farmers' awareness of transfer,supporting the development of new business entities,improving the capacity of land adsorption,use examination,supervision and incentive system strengthening government function,strengthen the supervision of rural land transfer to promote the sustainable development of rural land transfer.Provide some references for local departments to promote rural land transfer,let the barren land rejuvenate new opportunities,at the same time promote local agricultural efficiency,farmers' income,,rural economic development,and accelerate the realization of rural revitalization.
