Study Of Urban Flexible Working Population’s Social Old Age Insurance Participation And Payment System

As market economic system establishes, industrial structure upgrades, city and country integrates and other society and economy develops, flexible employment appears.This new type of employment has a significant effect on relieving employment pressure, maintaining social stability and promoting economic development.However, original system which is the basic old-age insurance system for urban workers takes the workers of state-owned,collective enterprises and other formal employment units as its main insured objects, it cannot meet the flexible working people’s demand for pension insurance well and hinders the development of China’s flexible employment finally.Therefore, we need to establish and improve flexible working population’s pension insurance system.This paper mainly studies flexible working population’s pension insurance participation and payment system, finds the problems during their participation and payment process and put forward countermeasures and suggestions in order to protect their pension rights.At present, flexible working people can take part in two kinds of social pension insurance system, the basic old-age insurance system for urban workers and the basic pension insurance system for urban and rural residents.This thesis thinks that flexible employment in its nature is a kind of employment, they have their own employment characteristics, they work hard for our country’s economic and social development, they should take part in the basic old-age insurance system for urban workers rather than the generally beneficial pension insurance system for urban and rural residents like most of other workers who struggle to work in their jobs for the country’s construction.Firstly, this paper describes the background and significance of the research, determines the research topic-flexible working population’s pension insurance participation and payment system on the basis of summarizing the current research situation of domestic and foreign related fields, introduces research ideas, research contents and research method of combing qualitative and quantitative analysis.Then, defines the relevant concepts like the flexible employment and pension insurance system, explains the relevant theoretical bases, this part is the article’s theoretical basis.Then, this paper briefly describes the basic situation of flexible employment and flexible working people in China,their participation and payment situation, the evolution of our country’s basic old-age insurance policy for the flexible working people and the current pension insurance policy for flexible working people in Bengbu.This part lays the foundation for the following.Secondly, issuing questionnaires to survey the situation of flexible working people and the situation of their participation and payment in Bengbu, then having a cross analysis.This is the core part of this thesis.Again, through the questionnaire survey, cross analysis in the former part, we find that flexible working population’s pension insurance participation and payment system of Bengbu has low insurance rate, unreasonable payment regulations, inflexible policy and other issues.Then having a brief analysis.After that, the paper introduces foreign practice on pension insurance participation and payment for flexible working people, in order to provide the experience for our country.Finally, according to the problem, we put forward the countermeasures and suggestions to improve flexible working population’s pension insurance participation and payment system of our country, reducing the cost base, extending the minimum payment period, enhancing policy flexibility and strengthening policy advocacy and so on.
