Under the wave of free trade, economic ties between countries are getting closerand the volume of global trade between them is also increasing. Due to tradeliberalization brought considerable benefits to the world, all economic scholars began todeep explore the effective way of expanding trade interests. After observing tradepractices and trade data for many years, economists have found that the implementationof trade facilitation can promote the development of international trade. China’s servicetrade continued deficit since1995, and the overall size of the trend expand. In order toachieve the goal of balanced development of service trade, how to expand our serviceexports has become the focus of current work of service trade, and improve the level oftrade facilitation is an effective method to solve this problem. This article is based onthe knowledge of the importance of trade facilitation for the development of China’sservice trade, analyses from several aspects such as qualitative analysis and quantitativeresearch, finally made a discussion of specific measures in advance.This paper is divided into five sections. Firstly, grasp the direction of thisstudy from the whole study based on previous research results, puts forward theinnovation point of this article and determines the contents of each part of main body.Secondly, understand the meaning of trade facilitation deeply based on the analysis ofthe concept of trade facilitation and look for the theory to support the promotion of tradefacilitation. Thirdly, this paper uses AHP to evaluate the level of trade facilitationeChina in2013. As can be seen from the country’s overall ranking of the ease of tradingbelow average overall in the world, there is a considerable gap between the facilitationof countries still have larger development space. Based on the analysis of our country’slevel of trade facilitation, this paper uses panel trade gravity model to analysis theservice trade between China and sixteen major trade partners from2004to2013, withthese partners as importer and China as exporter, empirical test the impact of the trade facilitation and four basic indicators (“Port efficiency”,“Customs environment”,“Regulatory environment”,“E-business usage”) on the export of service trade of ourcountry. The measurement results show: Trade facilitation has not only the promotion ofChina’s service trade exports, and more important than the total economyandpopulation level effects on export trade, has become the key factor of power. Inthe process of analysis of trade facilitation basic indicators of the impact of China’sservice trade exports, no matter the importing or exporting countries,“Port efficiency”,“Regulatory environment”,“E-business usage” have a positive role inpromoting China’s service trade exports. Although our country “Customsenvironment” did not pass the significance test, but it is closely connected with serviceimports. The empirical results provide a basis for policy makers to make the exportamount of China’s service trade efficient growth through the optimal allocation ofresources to enhance China’s level of trade facilitation, in the limited resourcesconditions. Finally, on the basis of theoretical research and empirical analysis, the paperproposes the suggestions to our country according to the conclusion.
