In recent years, in the joint efforts of unilateral, bilateral and multilateral aspects, the degree of global trade liberalization has been greatly improved. Tariff barriers and non-tariff barriers that affect international trade activities worldwide are gradually reduced, thereby international trade barriers are shift from the traditional barriers to the “invisible barrier”, that is, non-trade efficiency. Trade facilitation not only can reduce even eliminate barriers that hinder elements move over cross-border, but also can simplify international trade procedures and reduce trade transaction costs and so on, which is drawing a number of international organizations’ and governments’ high attention. Meanwhile, China’s export trade has developed rapidly after the reform and opening up. Affected by the financial crisis and the European debt crisis, combining with the current global trade protectionism is prevailing, China’s export trade is facing a severe test, the instability of export growth rate is particularly prominent. And trade facilitation is the new path to promote the development of China’ export trade. Given this background, researching on the effects of trade facilitation on China’s export trade is of great significance.This paper takes trade facilitation as the main lines. It has five chapters. Firstly, this paper gives a comprehensive review of research on trade facilitation and the effect of trade facilitation on export trade in academia. Secondly, defining the definition of trade facilitation, starting from the theoretical basis of trade facilitation, combed the mechanism that trade facilitation affect export trade. Thirdly, making analysis of the current situation of China’s export trade and trade facilitation, through building trade facilitation indicator system that includes 4 first-level indicators(port efficiency, customs environment, regulatory environment, information technology), and 15 second-level indicators(quality of port infrastructure, quality of air transport infrastructure, quality of land transport infrastructure and so forth), calculating the level of trade facilitation of China’s and China’s major trading partners in 2009-2012. Fourthly, establishing the gravity model, making an empirical analysis of the effect of trade facilitation on China’s export trade, the results show that the promoting effect of trade facilitation on China’s export trade is significant. Finally, we sum up the conclusions of the paper, and according to the results of the empirical part, based on the perspective of trade facilitation, propose the countermeasures of developing China’s export trade, including: strengthen trade links with the countries and regions that the degree of trade facilitation is higher, strengthen infrastructure construction, further simplify trade procedures and formalities, standardize and improve the regulatory environment gradually, promote information technology actively.
