Experienced evolution period and adjustment period, the market competition of wind turbine manufacturing industry has become increasingly fierce. Existing extensive purchasing management could not adapt with the enterprise development level. Purchasing management system had become an important part operation management of wind turbine manufacturing enterprises and the key factors to gain the competitive advantage. In this context, it very urgent and important to explore and research the applicable purchasing management pattern of the wind turbine manufacture in China Enterprise is very urgent and important. Meanwhile, this is significant to improve purchasing management level, to reduce purchasing costs, and promote the overall competitiveness of the enterprise.On the basis of collecting and summarizing the basic theory and relevant literature of supply chain management, from the factors of purchasing management systems and organization, the process of purchasing, cost control and supplier development, this study analyzed the present situation and existing problems of purchasing management of T company, which is an wind turbine electronic control equipment manufacturing enterprise. Combined with clearing the existing systems and organizational structure for procurement staff, the author specified the responsibilities of the purchasing department, redefined the responsibilities of relevant departments and promoted the efficient operation of the procurement organization. Vertical line leadership had disadvantages of horizontal linkages and the lack of flexibility. In order to optimize the purchasing management system and organization, the author proposed the establishment of a matrix organization. In terms of talent cultivation, T Company used the methods such as internal resources training, external training, jointing with college to customize talent training and so forth. For the quality of purchasing staff, T Company should gradually promote the quality of staff by internal and external training under the demand of A-S-K quality. On the purchasing processes, the study redefined the principles of communication, assigned designated staff in charge of specific straight-line communication. The above method could reduce internal and trans-department communication and reduce communication costs. In terms of cost control, the study proposed centralized purchasing, global purchasing and JIT purchase recommendations. Concerned about the overall cost of supply chain management, from the perspective of reducing direct cost and indirect cost, the author promoted joint purchasing and global purchasing, to achieve the goal of improving total purchasing cost. On account of supplier development, the author presented project group responsibility system and early involvement of important ESI suppliers, introduced t external enterprise resource within the development plan of T Company, proposed to establish a cooperative partnership. In addition, establishing partner relationships in the supply chain management system and administrative channel, as well as promoting the transparency of entrance and replacement mechanism for suppliers could effectively improve and optimize supply chain performance and staff performance.Through the implementation of purchasing management pattern optimization of the T Company, the author aimed to enhance the purchasing management level, reduce purchasing costs and increase the profits sources for T Company. Besides, it could provide valuable references for domestic wind turbine electrical control equipment on purchase management pattern optimization.
