With the economic globalization, competition of Comprehensive National Power charactered by the development of the information industry becomes increasingly fierce. As the core of information industry and the basis of National Economic Informatization, the software industry attracts more and more country's attention.Although China's software industry got a late start, it has tremendous potential. How can we develop our software industry rapidly and healthy and gain the advantaged status in the world's software industry is a serious challenge which our national software industry is facing. Because of the high technology and populous characteristics of software industry, software talent is a vital role for the software industry development. Therefore, this paper will mainly study the software industry's talent' resources to find some available ways to solve the bottleneck of China's software industry's talent.This thesis firstly explains the definition of software industry, software talent andother relative concepts, and then analyses the characteristics of software industryand software talents. Later the paper studies the situation and talent strategy ofIndian software industry and Ireland software industry. Successful experience ofpersonnel training and software talents development in both countries has beenconcluded, which will inspire China's software talents' development. After detailedanalysis of the actual state of China's software industry talent, SWOT method hasbeen used to research the advantages, weaknesses, opportunities and threats of thedevelopment of China's software talents. Finally the paper tries to give some feasiblesuggestions to the talent problems happened in the development of China's softwareindustry as follows:(1) The government should give reasonable guide to all sorts of financialinstitutions to form a multi-level investment system of small and medium-sizedsoftware enterprises in China, which will solve their capital problem and keep oursoftware talent. We should find a path for our software education, which combinesteaching, research and production, and continually expands the revenue sources and enhance teaching power.(2) The training level of our software talents should be optimized urgently, and macroeconomic policies should be actively guided. In addition, the specialty of software talents' training should be adjusted timely according to market demands in order to apply what they study.(3) The government should intensify the protection strength of intellectual property rights of software products. Only with sustained and rational national policies, China's software market can get rid of piracy, and national software can bebigger and stronger.(4) To solve the brain drain problem of our software talents, the government needs to create a fair market environment and makes great efforts to improve our status in the chain of world software industry. At the same time, software companies should improve the environment for talents and try to retain talents.(5) The health problem of software talents needs common attention from the state and corporation. Only by adhering to the human oriented concept and maintaining the work ability of human capital, can we maintain a sustained and healthy development of economy and society.This paper uses a large number of analytical methods, such as comparative analysis, case analysis, system analysis, etc. Comparative analytical method is used to find the common successful experiences from different development patterns. System analysis method is adopted to research the status quo of China's talents, and put forward some constructive suggestions to the talents problem of our softwareindustry have been brought forward. The author has introduced lots of latest cases and statistical data in case analysis method, and tries to draw accurate and objective conclusions.
