The Study On The Tumen River Cross-Border Economic Cooperation

With the in-depth development of economic globalization and regional economic integration, each country in the world has joined one or more international economic organizations, actively blending in the tide of regional economic integration, attempting to strengthen their competitiveness in the international market and ability to resist risks through regional economic integration, thus ensuring the stability of its own economic and social development. Regional economic integration practice is developing, and the regional economic theory is being perfected. Theorists have sprung up a series of inferences on regional economic integration, regional economic development, cross-border economic cooperation and sub-regional economic cooperation.The Tumen River Basin is located in northeast China, bordering North Korea, and Russia, for which its strategic position is very important. Despite the huge differences in system, economic development level, ideology, and some other aspects of different countries in Tumen River Region, river sub-regional cross-border economic cooperation has attracted wide attention of the international community, considering its important geographic location, element distribution and mutual complementary resources. It has been 25 years since the United Nations Development Program (UNDP) proposed the opinions of the development of Tumen River Region in 1990. Although all walks of life have done a lot of research and planning for its development, most of the planning and development, as it seems, still stay in the stage of planning and slogans, and the implementation of the progress is very slow, according to its operational practice.Similar to the Tumen River Cross-Border Economic Cooperation, the Great Mekong Sub-regional economic cooperation (hereinafter referred to as "GMS Cooperation") has made great achievements under the similar background in a decade or so. Its success is rooted in the appropriate basis of the cooperation, the development level, field and strategy choice. Much valuable experience on the sub-regional economic cooperation development can be obtained from the analysis of GMS cooperation by the domestic and foreign scholars.In this paper, through the analysis of the similarities and differences of the Tumen River Sub-regional and Mekong Sub-regional economic cooperation, as well as analyzing the factors that promoted GMS cooperation and the factors that prevented the Tumen River Sub-regional cross-border economic cooperation from developing rapidly, reasonable suggestions on how to promote the Tumen river Sub-regional cross-border economic cooperation will be put forward, based on the related theory of the regional economic development, taking the Tumen River Sub-regional economic cooperation across the practice as the research object. This paper analyzes the problems and restricting factors existing in the development of the Tumen River region economic cooperation, and at the same time, points out the lessons the GMS cooperation had in the process of development, thus providing an important reference and some suggestions to the Tumen River cross-border economic cooperation.The government actively promotes the Tumen River region cross-border economic cooperation projects. Combined with the reality of the development of Tumen river area, the central government and government of Jilin province have provided great support in the planning and development policy. The central government approved the "Opinions on the Construction and Opening up of Chang-Ji-Tu Forerunner Area" and "Decision of Building the Northeast Economic Zone along the Border", established the China (Hunchun) free trade in Hunchun Demonstration Area, continued to strengthen regional infrastructure construction investment, and fully supported the Tumen River cross-border economic cooperation development. In terms of the geographical distribution, the development of the northeast border economic zone has superior regional conditions, but it lacks unity, and the resources of this region lack effective conformity. This paper tries to discuss the issues of the region from Dalian to Heilongjiang, taking into consideration the development idea of G201 and the development of "the Five Three’s", thus constructing the Corridor including Liaoning, Jilin and Heilongjiang. Meanwhile, in order to guarantee the in-depth development of the Tumen river cross-border economic cooperation, the construction will try to promote the regional coordination mechanism and the development of regional ecological protection.Firstly, this paper summarized and evaluated the existing relevant research achievements, analyzed and expounded the regional economic cooperation theory, defined the sub-regional economic cooperation theory, and introduced the regional public management theory. Then, it analyzed the present situation and the latest progress of the Tumen River cross-border economic cooperation development. Chapter Four mainly analyzes the problems existing in the development of the Tumen River Cross-border Economic Cooperation and the restricting factors. Chapter Five analyses the characteristics and advantage of GMS cooperation, and points out the lesson gained in the process of its development. Chapter Six mainly elaborates the suggestions and prospects for the Tumen River Cross-border economic cooperation development, analyzing and expounding the perfection of the Tumen River regional multiple economic cooperation mechanism and the BOT financing, promoting the important role of Hunchun international cooperation demonstration zone as a window, relying on the transverse pull policy of the construction of the Chang-Ji-Tu Forerunner Area, and prospecting for the development of the Tumen River Cross-border economic cooperation.Through research and analysis, I believe that, in order to promote the further development of the Tumen River Sub-regional cross-border economic cooperation, the leading role of Hunchun International Trade Demonstration should put in motion, the regional infrastructure construction should be strengthened, the role of the "Five Three’ s" within the region should be put to good use, the Suifenhe of Heilongjiang-Harbin-Daqing-Tsitsihar Economic Zone should be connected with the Chang-Ji-Tu Forerunner Area Economic Zone in Jilin and the Coastal Economic Zone in Liaoning, and the development of the Lateral Economic Zone should be integrated and supported.
