With the increasing competition in the banking sector, many banks have started the "process-based management" reform. Under this background, this paper carries on a research on process-based organizational design, which is the basic area of business management.Firstly, on the base of a review of existing literature, this paper defines the concepts of organizational design and process under the context of this analysis. From the perspective of enterprise human resources management system, the organization design is not only the design of organizational structure, but also a comprehensive issue including working cooperation, the assignment of power and responsibility etc..The concept of Process not specifically refers to one or several business processes, but should go deeper with three layers as the process system, the core business processes and fully implementation of process thought in the organization..Secondly, this paper proposes the relationship between processes and organizational design which not follows a causal relation as "who decide who". They are echoed at different levels and sectors. Firstly, the process system with "the service" as the core straightens out the enterprise’s value chain, which acted as the basic role in organizational design; the efficiency of core business and management processes depends on the design of flow based lateral workflow. To realize the implementation of process-based management thought, a job analyze covering "responsibility-process-performance standard-performance evaluation" should be carried out.Thirdly, the paper analysis the problems existed in organization design in rural commercial banks, then launches a research in process-based organization design. The analysis of basic structure design follows an economic route, mainly from two aspects:task combination and power assignation. Next, according to the different characteristics of tasks, this paper elaborates the crosswise-cooperation model which covers dimensions in designing, also shows each realization way; at last, the concept and route of "full scope" job analysis are launched.Fourthly, in order to ensure the smoothly operation of process-based organization, a supporting systems is built from three aspects as performance management system, personnel growth mechanism and MIS.With enterprise project as the basement and profound literature review, the analyzing method and practice route presented in this paper are of good practice value, which can be a reference for rural commercial banks to implement the "process-based" management reform.
