It is necessary for the enterprises affiliated with SGCC (State Grid Corporation of China) to provide the service and security for grid development, but also to compete in the market as an important part of the core business of the grid system. For the high-tech enterprises affiliated with SGCC whose major business are electrical equipment manufacturing, transformer business, switching equipment and related services and business characteristics are knowledge-intensive and technology-intensive, technical innovation is the soul of the core competitiveness, and essential for their own business development and operation of the main industry of the grid. Therefore, objective, scientific and rational evaluation of the technological innovation situation of high-tech enterprises affiliated with SGCC allows SGCC headquarters to directly control the technological innovation of the high-tech enterprises affiliated with SGCC, to make the strategic plan targeted, and to give reasonable financial and technical support. At the same time, promote competition of technological innovation among the high-tech enterprises by evaluating directly, which has far-reaching significance to improve the level of technological innovation itself and to enhance their core competitiveness, security and stability operation of the high-tech enterprises.Based on the theoretical study of domestic and international technological innovation, combined with the features of high-tech enterprises affiliated with SGCC, the evaluation system was built for high-tech enterprises affiliated with SGCC of technological innovation, which was divided into three parts of ability, efficiency and collaboration evaluation of technological innovation, and in turn to carry on in-depth evaluation and the overall evaluation.For the technological innovation ability, the paper built a evaluation index system of technological innovation ability based on the factor analysis from five aspects of R&D capabilities, production capabilities, coordination of innovation capabilities and output capabilities, which improved the fairness of results. For the technological innovation efficiency, built a comprehensive evaluation model based on Entropy Method and Data Envelopment Act (DEA) from the perspective of inputs and outputs, which increased the objectivities of results. For the technological innovation collaborative degrees, presented a comprehensive index system from five angles of R&D collaboration, production coordination, organization collaboration, marketing collaboration and financial collaboration, and evaluation model was constructed based on multi-level gray comprehensive evaluation method to enhance the operability and objectivity of the evaluation process. For the technological innovation ability evaluation, efficiency evaluation and synergy evaluation, this paper chose 20 high-tech enterprises affiliated with SGCC as samples for the empirical analysis, and respectively got the comprehensive evaluation value and ordering of technological innovation ability, efficiency and collaborative degree. Finally, an overall comprehensive evaluation of technological innovation was hold and the 20 sample enterprises were classified using the system cluster.Through the research on technological innovation evaluation of high-tech enterprises affiliated with SGCC, it’s conducive to analyze the technological innovation conditions of the high-tech enterprises affiliated with SGCC, and to further enhance the development of technological innovation of these high-tech enterprises affiliated with SGCC in China. At the same time, it has reference value for other similar large state-owned conglomerates.
