In recent years, with the shrinking of foreign markets since the financial crisis, the weaknesses of over-reliance on investment have become apparent and expansion of domestic demand has been the key to economic development. It is urgent for Xinjiang, which is heavily dependent on natural resources, to shift its economy towards greater consumption.Consumption structure is one of the core issues in the field of consumption research.Transformation of consumption structure can not only provide direction for restructuring the industries, but also be conducive to social healthy development.This research can be divided into four parts. Firstly, the relative theories and basic concepts are introduced, which is the foundation of this study. Secondly, this paper uses several methods to describe the features of changes in consumption structure of rural residents in Xinjiang. Then an AIDS model is established to study the change pattern of consumption structure and the elasticity of expenditure and price has been analyzed. Thirdly, based on the study above, the rationalization of consumption structure is discussed according to three standards. The result shows that the level of consumption is still low and consumption goods for enjoying and developing, especially household appliances, tools of transportation and communication, culture artifacts and education services, should be paid more attention to.Some influencing factors have been briefly discussed and some measures in order to upgrade the consumption structure are put forward. This paper studies the heterogeneity effects on consumption structure of different sources of income, trying to find feasible policy instruments to boost culture consumption, which is the difficulty point in the rationalization of consumption culture. The result shows that increasing rural residents’ wage income and sensible application of nonbasic income can significantly upgrade the consumption structure.Finally, the main conclusions are summarized and some policy proposals are presented.
